It depends on where you want to sign up.
Apple id not necessarily has to be an iCloud account.

Getting Error "Cannot Sign Up -- This Apple ID is valid but is not an iCloud account" - Windows 7
I downloaded the iCloud Control panel to my Windows 7 PC. When trying to launch iCloud I get the error: "Cannot Sign Up --> This Apple ID is valid but is not an iCloud account". How can I fix this?
Hi...
To use the iCloud control panel on a Windows PC, you must first set it up using a device running iOS 5 or a Mac with OS X Lion.
Hope this helps. -
How the heck to I establish an ICloud account? I've downloaded the Control Panel twice and still cannot get past sign-in. I get a message that says that my Apple ID is valid but is not an ICloud account. I thought my Apple ID was supposed to get me into Icloud to share streamed photos... doesn't it? What do I do now?
To use iCloud, you must first set it up on an iOS device or a Mac.

I cannot log into iCloud using my Apple username and password. I keep getting an error message that states "CANNOT SIGN UP - The Apple ID is valid but is not an iCloud account." How do I fix this?
You are getting this message because you are attempting to create an iCloud account on a PC. You can only create iCloud account on an iOS device (iPhone, iPad or iPod Touch) running iOS 5 or higher, or on a Mac running OS X Lion (10.7.2) or higher. After creating your account on one of these devices you will then be able to sign into the account on your PC.

Hello, kitkatshaw.
Thank you for visiting Apple Support Communities.
This sounds like you are attempting to create an iCloud account with your Apple ID through iCloud.com. In order to create an iCloud account, you must sign up via one of the options below.
You can sign up for iCloud on an iPhone, iPad, or iPod touch with iOS 5 or later, or through System Preferences on a Mac with OS X Lion v10.7.4 or later.

icloud needs an Apple ID to sign in..BUT.it says: "This Apple ID is valid but is not an icloud account" What can i do? i do have apple id???
I have the same problem and unfortunately the only way to get an iCloud ID is to set one up on an Apple device that uses the Apple OS opperating system. If you don't own one, or can't qfford one, then you are simply shut out of using the iCloud. Does it suck? Yes. Is there any solution other than buying an Apple device? No.

To repeat my question, Apple offered to install iCloud, and I allowed it. Yet when I try to sign in to iCloud using my Apple ID email and pswrd--an ID that I've been using for YEARS--I'm given the message, "This Apple ID is valid but is not an iCloud account." What is going on?
Everywhere I search on Apple's Support site says to sign in to iCloud using your "Apple ID," which I did. I've had my iTunes account for years (even migrated from the old AOL account system). It's the standard email+password that everyone is supposed to use.
My main question is how can I have a valid Apple ID and not an iCloud account--if the two are supposed to be linked?
Thank you for any help you can give me!
tljI've tried both. First, I tried on my pc, where iTunes had installed iCloud when it last updated. I have iTunes installed on this computer (and on my iPad and iPhone), but that wasn't the issue.
So I went online, thinking I needed a separate iCloud Apple ID, but it prompted me for my current Apple ID and gave me the message about my ID being "valid" but not an iCloud account," which, lol, was what it had asked me to do in order to create one. I checked, and at least one other user is having the same issue. I'll attempt to copy/paste the Support request url: https://discussions.apple.com/thread/4430653?tstart=0
Thank you for any help you can give.

Cannot sign in. This apple ID is valid but is not an icloud account.
This is hppening on my mac mini. I havent found a solution to this in Mavericks. There currently is only one log in.
My solution: Do a timecapsule backup of your system. You have to take the computer to the genius bar for them to wipe drive clean and do a diagnostics. They will drop a new OS image (of your choice) and then reinstall from your backup. Works!
The answer you may be asking yourself is "what happened?", the answer is that your OS was compromised. To be sure, do the backup, reinstall the os from your current image or update to the latest OS. If that doesn't work, go my way... it will work! -
