Hi, I forgot the answers to the security questions and I don't have a rescue email. Also I'm not in the states and can't contact customer support

If you decide not to provide a rescue email address, you can't reset your security questions and answers yourself later in the event you can't remember the answers to your questions. You'll need to contact iTunes Store support to have your questions and answers reset. -

On your computer or safari on your iOS device navigate to:

Click the "Manage your Apple ID" button, and sign in to your iCloud account. Once in, on the left side select "Password and Security", and this will populate our options on the right side. You should see an option to reset your security questions.

Wait for the support center to open. If you're desperate enough, create a new Apple ID, download that game from it, and then make the purchases; you won't be able to transfer previous purchases or iTunes Store credit between the Apple IDs.

when purchasing from itunes we exceeded the limit and think we remembered the answers and rescue email address is incorrect.
You need to ask Apple to reset your security questions; ways of contacting them include clicking here and picking a method for your country, phoning AppleCare and asking for the Account Security team, and filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

The page that you posted from tells you how to reset them i.e. if you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then steps 1 to 5 on that page should let you reset them : go to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account, then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you should see an option to send security question reset info to your rescue email address.
If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you will need to contact iTunes Support / Apple to get the questions reset.

Didn't the link to contact the iTunes Store staff in the 'Additional Information' section of that article work for you? If you don't already have a valid rescue email address, only Apple itself can reset the questions.

I'm trying to make purchases in itunes but once I type in my apple id and password it prompts me to answer two security questions. I don't recall ever setting this up and now I can't make purchases because I don't know the answers. Read article on rescue email address and id security questions and this was no help. Doesn't prompt me anywhere to set up the rescue email. HELP!!!
