I would like to add a rescue email, but I do not know how to do so without making another ID.

Thanks for the question. I see you came from the most relevant article, so you are definitely on the right track. If you do not have a rescue email address associated with your Apple ID, you can add one by visiting My Apple ID. The steps for adding a rescue email address are as follows:
Note: these steps pertain to editing a rescue email, but adding one is the same.
You can edit or delete your rescue email address at My Apple ID. To edit your rescue email address:
1. Navigate to My Apple ID using your web browser.
2. Click "Manage your account"
3. When prompted, sign in using your Apple ID and password.
4. Click Password & Security
5. You'll be asked to answer 2 of your 3 security questions before you can make any modifications. If you are unable to remember your answers, you can choose to send an email to your rescue email to reset your security questions.
Note: The option to send an email to reset your security questions and answers will not be available if a rescue email address is not provided. You will need to contact iTunes Store support in order to do so.
6. After you've validated your identity by correctly answering your security questions, click Edit to the right of your rescue email address.
7. Once you've finished editing your rescue email address, click the Save button directly below the email field.

In order to change your Apple ID or password for your iCloud account on your iOS device, you need to delete the account from your iOS device first, then add it back using your updated details. (Settings > iCloud, scroll down and hit "Delete Account")
Providing you are simply updating your existing details and not changing to another account, when you delete your account, all the data that is synced with iCloud will also be deleted from the device (but not from iCloud), but will be synced back to your device when you login again.
In order to change your Apple ID or password for your iCloud account on your computer, you need to sign out of the account from your computer first, then sign back in using your updated details. (System Preferences > iCloud, click the sign out button)

I verify my identity just by logging in with my password, not being able to add a rescue email address without answering the security questions is just extra hastle and doesn't increase security. No one knows my password so how could they break into my account? I understand having security questions to change your password but not for adding an email address.

Note that the rescue email address is not on the "Name, ID and Email Address" page -- you need to click on "Password and Security" on the left side. Even after you do that, it may or may not be available. Let them know you are contacting them concerning Forgotten Security Questions. They will get back to you via your primary email address, usually within 24 hours. Once your Security Questions have been reset, you will be able to go in and reset your Rescue email address on your account:

Ive been unable to access my itunes account because it keeps on asking me for my security questions (which i have never been asked before) I have unfortunetly forgotten the answers and realize that i can send myself an email with the answers.
