Start here (change country if necessary) and navigate to 'Password and Security', reset your security questions using the link provided, you will receive an email to your rescue address, use the link in the email and reset your security questions.
If that doesn't help, you don't receive a reset email or you don't have a rescue address, you should contact AppleCare who will initially try to assist you with a reset email or if unsuccessful will pass you to the security team to reset your security questions for you.

So I've had this iTunes account for 2 years, but I recently authorized a new computer (which is the only computer authorized for my account). So I go to make a purchase (using an iTunes gift card) and it asks me to verify my identity by answering my security questions. Well guess what? I was an idiot and never wrote my answers down (or I did and just lost them). So how do I change my iTunes security questions?

If you have a rescue email address on your account (an alternate email address is different) then you can use that to reset them : If you forgot the answers to your Apple ID security questions
If you don't have a rescue email address (you won't be able to add one until you can answer your questions) then you will have to contact Support in your country to get the questions reset.
