I want to add this to my account my new device but can't down load buy games with out adding this

The page that you posted from has instructions for how to reset your questions i.e. if you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then steps 1 to 5 half-way down that page should let you reset them.
If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you will need to contact iTunes Support / Apple in your country to get the questions reset.

When they've been reset (and if you don't already have a rescue email address) you can then use the steps half-way down the HT5312 page that you posted from to add a rescue email address for potential future use

If the rescue email you reference doesn't work, contact http://support.apple.com/kb/HE57 at the number for your location and ask to speak with the Account Security staff.

If you aren't getting the reset link on your account then you don't have a rescue email address (which is not the same thing as an alternate email address) on your account, and you won't be able to add one until you can answer your questions - you will have to contact Support in your country to get the questions reset.

If you have a link to send the answers there, use it, wait a few hours, and check the address's spam filter.
If you can't get it reset that way, go back to the article you asked this question from and use the link to contact the iTunes Store staff in the 'Additional Information' section. Ifn this case, you can't reset the questions yourself, and nobody on these boards can reset them for you.

If you cannot remember your security questions for your Apple ID, I would recommend these steps outlined in the article named:

What should I do if I don't remember the answers to my Apple ID security questions?
Try answering them at least once to see if you can get them right, even if you are not sure you remember the answers to your security questions.
If you are confident you can't remember them, try one of the following:
If you have three security questions and a rescue email address
sign in to My Apple ID and select the Password and Security tab to send an email to your rescue email address to reset your security questions and answers.
If you have one security question and you know your Apple ID passwordsign in to My Apple ID and select the Password and Security tab to reset your security question.
