    Start here (change country if necessary) and navigate to 'Password and Security', reset your security questions using the link provided, you will receive an email to your rescue address, use the link in the email and reset your security questions.
    If that doesn't help, you don't receive a reset email or you don't have a rescue address, you should contact AppleCare who will initially try to assist you with a reset email or if unsuccessful will pass you to the security team to reset your security questions for you.
    If you are in a region that doesn't have international telephone support try contacting Apple through iTunes Store Support.

    If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then steps 1 to 5 on the page that you posted from should let you reset them : go to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account, then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you should see an option to send security question reset info to your rescue email address.
    If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you won't get the reset option - you will need to contact iTunes Support or Apple to get the questions reset (which is likely to be via phone, not email).
    e.g. you can try contacting iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management , and then 'Forgotten Apple ID security questions'
    or try ringing Apple in your country and ask to talk to the Accounts Security Team : http://support.apple.com/kb/HE57
    When they've been reset (and if you don't already have a rescue email address) you can then use the steps half-way down the page that you posted from to add a rescue email address for potential future use. Or you could use 2-step verification : http://support.apple.com/kb/HT5570

    Read the HT5312 page that you posted from, it has instructions for how to reset them i.e. if you have a rescue email address (which is not the same thing as an alternate email address) on your account then steps 1 to 5 half-way down that page should give you a reset link.
    If you don't have a rescue email address (you won't be able to add one until you can answer your questions) then you will need to contact Support in your country to get the questions reset (these are user-to-user forums).

    My security questions to answer are :Who was your childhood bestfriend; Who was your least favorite teacher? I'm almost positive the answers I'm entering are my original answers, but they aren't being accepted so I'm concerned. Can I validate through a different method, and then change my security questions to something I could remember better. Should I need to make a new account, that isn't a problem, however I have about fourteen dollars I'd like to move to a new account IF I need to make one. Thanks to anyone who can help me,

    If you do create a new account then all of your existing purchases will remain tied to your old account, and it's not currently possible to transfer a balance to a different account

    If apple say they can't reset them then it seems pretty impossible for one of us to be able to... just try as hard as you can to keep guessing what they could be. Ypu might have to make a new Apple ID - and write down your security questions and answers
