HI. i'm forget answer for may security questions for Apple ID and can't reset it, after verified email adress the link for reset questions is not available.

The reset link will only show if you have a rescue email address on your account - if you've just added an address then it will be an alternate/secondary email address, which is a different setting/address on your account (a rescue email address can only be added by answering 2 of your questions).
You will need to contact iTunes Support / Apple to get the questions reset : http://support.apple.com/kb/HT5699
When they've been reset you can then use the steps half-way down the page that you posted from to add a rescue email address for potential future use

    If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then steps 1 to 5 on the page that you posted from should let you reset them : go to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account, then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you should see an option to send security question reset info to your rescue email address.
    If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you will need to contact iTunes Support / Apple to get the questions reset - which is usually done by phone as you need to prove your id and that it's your account e.g. somebody else hasn't got your iTunes account password and is trying to purchase on your account.

    I'm in Saudi Arabia and I couldn't contact with apple support.

If you aren't getting the link then you don't have a rescue email address, and you will need to contact iTunes Support / Apple in your country to get the questions reset.

    I believe that Apple are in the process of automatically setting any questions that have not been previously set up by the account owner ... "At this time, the security questions which appear are pre-set by Apple and may not be able to be answered, due to them being automatically issued."
    The only way of resetting these is by enquiring (I used expresslane for itunes, i think the same link as above), they will email back (within 24 hours) and ask some questions and when you answer they will reset the security questions.  Check your spam folder as my responses were sent to Spam by google.

    Are you sure that it's a rescue email address (it's not the same thing as an alternate email address) ? If you do then you should be able to go to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.
