HT5312 How do I get the link to reset my security questions?

The page for rescue email and security questions is not active. I can see the information but I can't take any actions as the page and the links are not active.

You can only set up a Rescue Email BEFORE you forget the questions/answers

You need to ask Apple to reset your security questions. To do this, click here and pick a method; if that page doesn't list one for your country or you're unable to call, fill out and submit this form.
The link will only appear if you have a rescue email address. Creating one requires supplying two of the answers.

The HT5312 page that you posted from has instructions for how to reset them i.e. if you have a rescue email address (which is not the same thing as an alternate email address) on your account then steps 1 to 5 half-way down that page should give you a reset link.
If you don't have a rescue email address (you won't be able to add one until you can answer your questions) then you will need to contact Support in your country to get the questions reset.

When they've been reset (and if you don't already have a rescue email address) you can then use the steps half-way down the HT5312 page that you posted from to add a rescue email address for potential future use

Sounds like you may not have set up a Rescue email address (which is different than an Alternate one):
If you set up a Rescue email address:
Go into Manage Your AppleID, https://appleid.apple.com/cgi-bin/WebObjects/MyAppleId.woa/, select Password and Security, and click the first option (see below), and you will be able to proceed from there..... (I HOPE the first button is showing for you!)
Reset your password
You can change or reset the password for your Apple ID account by providing some information.
Select your authentication method.
Email authentication: To access your information, we will send an email to the rescue email address on file for you.
Answer security questions: To access your information, you will need to answer the security question(s) provided when you originally created your Apple ID.
If you did not set up a Rescue email address:
1. Go to Express Lane and select 'iTunes' from the list of 'products' in the middle of the screen.
   Then select 'iTunes Store', and on the next screen select 'Account Management'
   Next choose 'Forgotten Security Questions' and fill in that you'd like your security
   questions/answers reset.
You should get an email reply within about 24 hours (and check your Spam folder as well as your Inbox)
2. Once your questions have been reset, and you set up new ones, also set up a RESCUE EMAIL ADDRESS, so if you forget them again, you won't have to go through all of this.....

HT5312 I'm not getting the link to change or secure my security questions for my iTunes account

I am trying to change/rescue my security questions from my other email account. The option that appears under the securtiy question which says "secure your questions by email" doesnt appear for me. Now I'm stuck in the US store and I can't make any purchases and I can't change my country/region before spending my credit in the US store.

You will only get the reset link if you have a rescue email address on your account, if you aren't getting the link then you don't have one, and you won't be able to add one until you can answer your questions - you will need to contact iTunes Support / Apple in the country where you and your iTunes account are to get your questions reset.

So I tried to download an app on my new iPhone 5s, and it told me that i needed my finger print, password, and that I needed to answer 2 security questions. I choose these questions a few years ago, and I honestly forgot the answers to them. So, I went on the Manage Account thing and it said that they could e-mail me a link to change the questions. I hit this about amultiple number of times throughout the course of the day and nothing happened. I did not get any emails regarding to change my security questions. ofcourse, I did double check all of the information, and I went on both e-mail accounts that I have given to Apple. Has this problem ever occurred to anyone esle, and do you know how to fix it?
