Didn't the link to contact the iTunes Store staff in the 'Additional Information' section of that article work for you? If you don't already have a valid rescue email address, only Apple itself can reset the questions.

    Go back to the article you asked this question from and use the link to contact the iTunes Store staff in the 'Additional Information' section. If you don't already have a valid rescue email address, you can't reset the questions yourself, and nobody on these boards can reset them for you.
    Setting up a rescue email address requires correctly answering two of the questions.

    If you have a rescue email address set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.
    If you don't have a rescue email address set up then go to Express Lane  and select 'iTunes' from the list of 'products' in the middle of the screen.
    Then select 'iTunes Store', and on the next screen select 'Account Management'
    Next choose 'iTunes Store Account Security' and fill in that you'd like your security questions/answers reset.
    You should get an email reply within, I think, about 24 to 48 hours (and check your Spam folder as well as your Inbox)

    Do you have a rescue email set up, and can you remember at least one security question answer?
    If not, then you will have to call them - no other way to reset them if you cannot remember any of your answers.

    I was using my iPad yesterday and attempted to make purchases in iTune Store but was led to answer Secutiry questions before being told it was the first time of using it to make a purchase...
    I have used my iPad to purchase many apps, music songs, and videos with the Apple ID, and I did not understand why the device cannot be recognized but the first time to buy in iTune.
    Anyhow, I was now locked after guessing wrongly too many times on my annswers to the Security questions.
    I've tried the troubleshooting in Apple Support online to follow its steps. However, there was no link next to "Forgot your answers. Send reset security info email".
    I had already my alternative emails verified in my Apple ID account when it was created. What should I do? I'd appreciate very much if some expert from the Community could offer a helping hand or share similar experiences. Thanks in advnace!

    The 'send reset' link only appears if you have a rescue email address set up on your account - an alternate email address is a separate address/setting on your account.
    If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you won't get the reset option, and you will need to contact iTunes Support or Apple to get them reset.
    e.g. you can try contacting iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management , and then 'Forgotten Apple ID security questions'
    or try ringing Apple in your country and ask to talk to the Accounts Security Team : http://support.apple.com/kb/HE57
    When they've been reset you can then use the steps half-way down the page that you posted from to add a rescue email address for potential future use.

    I have figured out already. Firstly please try:
    1) Installing iBooks on your iPhone via iTunes on PC/MAC
    2) Adjust the time of your iPhone to 6 months ahead (e.g. 2013 May)
    3) Close all apps currently running, clear Safari cache and history, sign out of Apple ID (Settings>iTunes & App Stores), reboot your device
    4) Open iBooks on your iPhone, download any 1 book
    5) System should prompt you to enter 3 security questions
    6) Enter your answer and click "Done" at bottom right part of your input keyboard (Do not press upper right button)
    7) Done!
    I cannot imagine the system has gone so stupid. Apple, please retify the problem ASAP.
