I am using my iPhone to purchase a song and I have forgotten my security questions is there a way to reset them without a recovery e-mail?

    You cannot reset your own Security Questions. Also, your alternate email address is not the same as a Rescue email address. You will need to contact iTunes Support to get them reset:

I have tried following your helpful hints but when i go into my account and then security questions I see no link to click on to send a re-set security questions. I have followed what your hints say but can't get any further as there is no link what do I do.

    If you established a rescue email address, there will be a link on the "Passwords & Security" page of id.apple.com.  Clicking the link will send the reset to your rescue email address (NOTE:  This is not the same address as your Apple ID email)
    If there is no link on the page, then you didn't establish a rescue email address.  Contact AppleCare at 800.694.7466, and ask for account security.  You will need to answer some questions to verify your identity, AND you will need access to a computer to generate a temporary support pin.

    How to reset your Apple ID security questions.
    Go to appleid.apple.com, click on the blue button that says 'Manage Your Apple ID'.
    Log in with your Apple ID and password. (If you have forgotten your Apple ID password, go to iforgot.apple.com first to reset your password with a password recovery email)
    Go to the Password & Security section on the left side, and click on the link underneath the security questions that says 'Forgot your answers? Send reset security info email to [email]'.
    This will generate an automated e-mail that will allow you to reset your security questions.
    If that doesn't work, or  there is no rescue email link available, then click on 'Temporary Support PIN' that is in the bottom left side, and generate a 4-digit PIN for the Apple Account Security Advisor you will be contacting later.
    Next, go to https://getsupport.apple.com
    (If you see a message that says 'There are no products registered to this Apple ID, simply click on 'See all products and services')
    Choose 'More Products & Services', then 'Apple ID'.
    A new page will open.
    Choose 'Other Apple ID Topics', then 'Forgotten Apple ID Security Questions'.
    Click the blue 'Continue' button.
    Select the contact option that suits your needs best.

    The reset link only shows if you have a rescue email address (which is not the same thing as an alternate email address) set up on your account. If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you will need to contact iTunes Support / Apple to get the questions reset.

    When they've been reset you can then use the steps half-way down the page that you posted from to add a rescue email address for potential future use
