Didn't the link to contact the iTunes Store staff in the 'Additional Information' section of that article work for you? If you don't already have a valid rescue email address, only Apple itself can reset the questions.

We are fellow users here on these user-to-user forums, you're not talking to iTunes Support nor Apple.
If you had a rescue email address (which is not the same thing as an alternate email address) then you would get the reset link on your account - if you aren't getting the link then you don't have one, and you won't be able to add one until you can answer your questions, you will need to contact Support in your country to get the questions reset.

When they've been reset you can then use the steps half-way down the HT5312 page that you posted from to add a rescue email address for potential future use

How do I change my security questions if my rescue email is unknown?

I am trying to verify my computer and i am unable to purchase items from the iTunes store. It asks me to answer my security questions, which I do now know the answers to and then it tells me to send a email to my "Rescue email." I hit the button but none of my emails get any messages. I have had this problem now for 6 months. No messages. I have tried to reset my rescue email, but there is no way to find my rescue email on my account. HELP ME PLEASE.
