It sounds like you do not have a rescue email address set up and need to reset your security questions. You will need to contact our Account Security team for your region, and be able to verify your account information to do so with the following link:

You should contact Apple by phone as soon as possible. You'll need to change your Apple ID and all passwords.

You need to ask Apple to reset your security questions; ways of contacting them include clicking here and picking a method for your country, phoning AppleCare and asking for the Account Security team, and filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

You can't unless you have a bootable system on an external drive you can use. Otherwise, you need either the original disc that came with your computer or a retail copy of Snow Leopard DVD. The latter contains 10.6.3, so your model must be capable of booting from that or an earlier version of OS X.
