    You need to ask Apple to reset your security questions; ways of contacting them include clicking here and picking a method for your country, phoning AppleCare and asking for the Account Security team, and filling out and submitting this form.
    They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

    I am trying to log into my itunes and I put my apple id and password in and it wants me to answer the security questions and I know one of the answers but not the other.  and it does not give me an option to reset the questions or have them emailed to me.  Any suggestions?

    Didn't the link to contact the iTunes Store staff in the 'Additional Information' section of that article work for you? If you don't already have a valid rescue email address, only Apple itself can reset the questions; nobody on these boards can.

    How to reset your Apple ID security questions.
    Go to appleid.apple.com, click on the blue button that says 'Manage Your Apple ID'.
    Log in with your Apple ID and password. (If you have forgotten your Apple ID password, go to iforgot.apple.com first to reset your password with a password recovery email)
    Go to the Password & Security section on the left side, and click on the link underneath the security questions that says 'Forgot your answers? Send reset security info email to [email]'.  This will generate an automated e-mail that will allow you to reset your security questions.
    If that doesn't work, or  there is no rescue email link available, then click on 'Temporary Support PIN' that is in the bottom left side, and generate a 4-digit PIN for the Apple Account Security Advisor you will be contacting later.
    Next, go to https://getsupport.apple.com
    (If you see a message that says 'There are no products registered to this Apple ID, simply click on 'See all products and services')
    Choose 'More Products & Services', then 'Apple ID'.
    A new page will open.
    Choose 'Other Apple ID Topics', then 'Forgotten Apple ID Security Questions'.
    Click the blue 'Continue' button.
    Select the contact option that suits your needs best.

    Under Product Categories choose iTunes;
    Then choose iTunes Store;
    Then choose Account Management;

    Under Contact Options fill out the information and advise iTunes that you would like your security/challenge questions reset;

    If you have a rescue email address set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.
    If you don't have a rescue email address set up then go to Express Lane  and select 'iTunes' from the list of 'products' in the middle of the screen.
    Then select 'iTunes Store', and on the next screen select 'Account Management'
    Next choose 'iTunes Store Account Questions' or 'iTunes Store account security' (it appears to vary by country) and fill in that you'd like your security questions/answers reset.
    You should get an email reply within about 24 hours (and check your Spam folder as well as your Inbox)

    I can't remember the answers to my security questions. No rescue ID. I don't think that option was offered. The Apple Support website said that :
    "If you decide not to provide a rescue email address, you can't reset your security questions and answers yourself later in the event you can't remember the answers to your questions. You'll need to contact iTunes Store support to have your questions and answers reset."
    Apple support on the phone said she couldn't reset my questions until I got the answers right. She said she couldn't pass me on to anyone higher because she was as high as it gets.

    Thanks for the question. If you are having issues with the security questions associated with your Apple ID, follow these steps:
    If you forgot the answers to your Apple ID security questions

    Reset your security questions
    1. Go to My Apple ID (appleid.apple.com).
    2. Select “Manage your Apple ID” and sign in.
    3. Select “Password and Security” on the left side of the page.
    4. If you have only one security question, you can change the question and answer now.
    5. If you have more than one security question:
              - Select “Send reset security info email to [your rescue email address].” If you don't see this link or don't have access to your rescue address, contact Apple Support as described in the next section.
              - Your rescue address will receive a reset email from Apple. Follow its instructions to reset your security questions and set up new questions and answers. Didn't receive the email?
    After resetting your security questions, consider turning on two-step verification. With two-step verification, you don't need security questions to secure your account or verify your identity.
    If you can't reset your security questions
    Contact Apple Support in either of these circumstances:
              - You don't see the link to send a reset email, which means you don't have a rescue address.
              - You see the link to send a reset email, but you don't have access to email at the rescue address.

    If you aren't receiving the email to your rescue email account (and you've checked the spam folder on it was as the inbox) then you will need to contact iTunes Support / Apple in your country to get the questions reset.
