HT5312 I can't send security question answers to safe email or reset them?

I just got an ipad 3 for school, i redeemed a 25$ gift card, and it will not allow me to purchase anything on my ipad, it works fine with my phone, it just wont work on the ipad, the app i need is for school and its for ipad, iphone ect. i paid for it on my phone and it still wont let me download onto ipad. when i try to download it, it pops up my security questions that i dont remember the answers to and when i go online on the desktop, it doesnt allow me to send the answers to my rescue email. PLEASE HELP!

          phone call. It will come in time depending on how heavily the servers are being hit.
     2.  Call Apple Support in your country: Customer Service: Contact Apple support.

    Another user had success doing the following:
    I got some help from an apple assistant on the phone. It is kind of round about way to get in.
    Here is what he said to do and it is working for me...
    on the device that is asking you for the security questions go to "settings", > "store" > tap the Apple ID and choose view"Apple ID" and sign in.
    Tap on payment information and add a credit/debit card of your preference then select "done", in the upper right corner
    sign out and back into iTunes on the device by going to "settings"> "store" > tap the Apple ID and choose "sign-out" > Tap "sign -in" > "use existing Apple ID" and you should be asked to verify your security code for the credit /debit card and NOT the security questions.
    At this time you can remove the card by going back in to edit the payment info and selecting "none" as the card type then saving the changes by selecting "done". You should now be able to use your iTunes store credit without answering the security questions.
    It's working for me ...I just have to put in my 3 digit security pin from the credit card I am using.

    You need to ask Apple to reset your security questions; this can be done by clicking here and picking a method, or if your country isn't listed, filling out and submitting this form.
    They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

    What number did you ring ? You won't be able to update your rescue email address until you can answer 2 of your questions. You should be able to get them reset either by contacting iTunes Support or calling Apple.
    e.g. you can try contacting iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management , and then 'Forgotten Apple ID security questions'
    or try ringing Apple in your country and ask to talk to the Accounts Security Team : http://support.apple.com/kb/HE57

    Go to appleid.apple.com, click on the blue button that says 'Manage Your Apple ID'.

    Most of the people on these forums, including myself, are fellow users - you're not talking to iTunes Support here. I've asked the hosts to remove your phone number from your post.
    If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then you can go to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you should see an option to send security question reset info to your rescue email address.
    If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you will need to contact iTunes Support or Apple to get them reset.
    e.g. you can try contacting iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management , and then try Apple ID Account Security
