Go to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of your account's page and on the right-hand side of the screen do you see a reset link (under the two questions) ? The rest link will only show if you have a rescue email address (which is not the same as an alternate email address) on your account.
    If you don't get the reset link then you don't have a rescue email address, and you won't be able to add one until you can answer your questions - you will need to contact Support in your country to get the questions reset.
