We are fellow users here on these user-to-user forums, you're not talking to iTunes Support nor Apple - I've asked the hosts to remove your email address from your post (it's not a good idea to post personal info on any public forum).
The reset link will only show on your account if you have a rescue email address (which is not the same thing as an alternate email address) on it.
If you aren't getting the reset link then you don't have a rescue email address, and you won't be able to add one until you can answer your questions - you will need to contact Support in your country to get the questions reset.

When they've been reset you can then use the steps half-way down the HT5312 page that you posted from to add a rescue email address for potential future use

What happened to the "send reset security info email to .....@...." link at the bottom of the security questions? I forgot mine and cannot figure out how to send this email...
It's only there if you previously set up a rescue email, which isn't the same as an alternate email. You need to ask Apple to reset your security questions; ways of contacting them include phoning AppleCare and asking for the Account Security team, clicking here and picking a method for your country, and filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

Ok So I did everything it told me but then when I went to the part where it asks you the security questions (Third picture) It didnt have send reset security info thingy! So how am I supposed to reset them now?
The email response is automated, and almost certainly is detected as "junk" or "spam". So, try again and check your spam folders for their reply.

The send reset link will only show on your account if you already have a rescue email address (which is not the same thing as an alternate email address) set up on your account. If you haven't checked whether you have the link then go to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account, then click on 'Password and Security' on the left-hand side of that page and on the right-hand side of the screen (similar to the screenshot in the second post on this thread) you might see an option below the questions to send reset info to a rescue email address.
If you don't get the link (you won't be able to add a rescue email address until you can answer 2 of your questions) then you will need to contact iTunes Support or Apple to get the questions reset.
e.g. you can try contacting iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management , and then 'Forgotten Apple ID security questions'
or try ringing Apple in your country and ask to talk to the Accounts Security Team : http://support.apple.com/kb/HE57

2. Select “Manage your Apple ID” and sign in.
3. Select “Password and Security” on the left side of the page.
4. If you have only one security question, you can change the question and answer now.
