Please help , I just put money into my id but I cannot buy any game if I can't answer the questions.

If you aren't receiving the email to your rescue email account (and you've checked the spam folder on it, and tried clicking the reset link again), or you don't have a rescue email address, then you will need to contact iTunes Support / Apple to get the questions reset.

When they've been reset you can then use the steps half-way down the HT5312 page that you posted from to check/update/add a rescue email address for potential future use

If the email's not in a spam filter, you need to ask Apple to reset your security questions; this can be done by phoning AppleCare and asking for the Account Security team, or clicking here and picking a method, or if your country isn't listed in either article, filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

If you don't know your password, don't know your security questions and don't have a rescue address or don't receive a reset email, you should contact AppleCare who will initially try to assist you with a reset email or if unsuccessful will pass you to the security team to reset your security questions for you.
If you are in a region that doesn't have international telephone support try contacting Apple through iTunes Store Support.

The Apple ID Security site allows written contact in your own country and language. The AppleCare support phone number from http://support.apple.com/kb/HE57 and Account Security Team is for a number in your country and language.

Check your rescue email address as the email with the link is going there. Appleid.apple.com click manage your account sign in. Click on password and security. if you don't see the link there call apple account security.
