We are fellow users here on these user-to-user forums, you're not talking to iTunes Support nor Apple.
Read the HT5312 page that you posted from, it has instructions for how to reset them i.e. if you have a rescue email address (which is not the same thing as an alternate email address) on your account then steps 1 to 5 half-way down that page should give you a reset link.
If you don't have a rescue email address (you won't be able to add one until you can answer your questions) then you will need to contact Support in your country to get the questions reset.
Contacting Apple about account security : http://support.apple.com/kb/HT5699
When they've been reset (and if you don't already have a rescue email address) you can then use the steps half-way down the HT5312 page that you posted from to add a rescue email address for potential future use

You won't be able to change your rescue email address until you can answer your questions, you will need to contact iTunes Support / Apple to get the questions reset.

If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then go to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you should see an option to send security question reset info to your rescue email address.
If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you won't get the reset option - you will need to contact iTunes Support or Apple to get them reset.
e.g. you can try contacting iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management , and then 'Forgotten Apple ID security questions'

  • HT1918 I have for gotten my answeres to the security questions, can I reset them?

My son put in answers to the security questions but he can't remember them. Can I reset them? Thanks for any help

    Contact iTunes Support
If you have forgotten the answers and did not set up a rescue email address, you will need to contact iTunes Support. You can do so at: http://apple.com/emea/support/itunes/contact.html
You can also call Apple Support. To contact the Account Security department directly, click here, then click Apple ID account security, and finally click "Talk to Apple Support Now."
    Temporary Support PIN
On the screen where you are prompted for your security questions, you may see the below option towards the lower left of the screen:
This will give you a PIN number which you tell the support representative when you call Apple Support. This will help speed up the process. They will still request additional information to confirm you are the account owner. Then, they can reset your questions from their end.

The Three Best Alternatives for Security Questions and Rescue Mail
       1. Use Apple's Express Lane.
Go to https://expresslane.apple.com ; click 'See all products and services' at the
bottom of the page. In the next page click 'More Products and Services, then
'Apple ID'. In the next page select 'Other Apple ID Topics' then 'Forgotten Apple
ID security questions' and click 'Continue'. Please be patient waiting for the return
phone call. It will come in time depending on how heavily the servers are being hit.
    2.  Call Apple Support in your country: Customer Service: Contact Apple support.
    3.  Rescue email address and how to reset Apple ID security questions.
A substitute for using the security questions is to use 2-step verification:

  • TS2446 Hello, i just blocked my security questions, can I reset them again? I can't buy any apps..thank you

Hi, is there any way how to unblock the security questions ? I used wrong answers and I can't change my settings now.
    Thank you

Go to https://appleid.apple.com and reset your password. After that you will receive an email and could create new password.  In the next step sign in again ("Manage your Apple ID" at https://appleid.apple.com) > Password and Security and change your security questions.
If that doesn't help you then try to contact Apple through iTunes Store Support here: http://www.apple.com/support/contact/
