I need help with security question reset

You won't be able to add a rescue email address until you can answer your questions, you will need to contact iTunes Support / Apple to get the questions reset.

When they've been reset you can then use the steps half-way down the HT5312 page that you posted from to add a rescue email address for potential future use

    When I go to reset my security questions, I don't get the option to send an email to my 'rescue email' or to even set up a rescue email and on the apple support page it says I should have that option.

    The page says that you will get the reset option if you have rescue email address on your account, if you don't have one then you will need to contact Support in your country to get the questions reset.
