Use the link to contact the iTunes Store staff in the 'Additional Information' section of that article; if you didn't previously set up a valid rescue email address, which isn't the same as an alternate email address, only Apple itself can assist with recovering lost answers.

I tried to change my rescue address, since it is outdated, and was not receiving any of the emails from Apple to this faulty address regarding resetting my security questions.
I cannot proceed in regaining full use of my account to make purchases if I do not reset my security questions, and I cannot reset them without receiving such an email, and I have no idea how to change my rescue email. The Apple ID support section of this site was unfortunately unhelpful and led me in circles.

If it helps, a few months ago I changed my primary account email, and my old primary address is my faulty rescue address now. It is no longer on my list of addresses but continues to show up as my rescue address.
An additional portion of my question: Is it possible, if I terminate one Apple ID, to move purchases made on that ID, to a new ID? what the ****What problem are you having with the instructions on that page ? if you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then steps 1 to 5 half-way down that page should give you a reset link.
If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you will need to contact iTunes Support / Apple in your country to get the questions reset.
