I want to reset my security questions as I have forgotten them. I have tried following your helpful hints but when i go into my account and then security questions I see no link to click on to send a re-set security questions. I have followed what your hints say but can't get any further as there is no link what do I do.

We are fellow users here on these user-to-user forums, you're not talking to iTunes Support nor Apple.
If you no longer have access to the rescue email address that you put on your account then you will need to contact Support in your country to get the questions reset.

When they've been reset you can then use the steps half-way down the HT5312 page that you posted from to update your rescue email address to an email account that you still have access to for potential future use

It sounds like you are unable to reset your security questions but do not have access to your rescue email address. According to the following article you will need to contact the iTunes Store support team:

Note: The option to send an email to reset your security questions and answers will not be available if a rescue email address is not provided. You will need to contact iTunes Store support in order to do so.

If the email hasn't arrived after a few hours and isn't in a spam filter, you need to ask Apple to reset them. To do this, click here and pick a method; if that page doesn't list one for your country or you're unable to call, fill out and submit this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

If you have a rescue email address set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.
If you don't have a rescue email address set up then go to Express Lane and select 'iTunes' from the list of 'products' in the middle of the screen.
Then select 'iTunes Store', and on the next screen select 'Account Management'
Next choose 'iTunes Store Account Questions' or 'iTunes Store account security' (it appears to vary by country) and fill in that you'd like your security questions/answers reset.
You should get an email reply within about 24 hours (and check your Spam folder as well as your Inbox).
