You have two options to rectify this issue, if you have rescue email set up on your account you can reset your security question by loggin in at appleid.apple.com > Manage your Apple ID > enter your Apple ID and password > click on Password and Security on the left pane > and click on the link that says 'Forgot your answers? Send reset security info email to' . Otherwise you will have to contact Apple Support http://support.apple.com/kb/HE57

    Didn't the link to contact the iTunes Store staff in the 'Additional Information' section of that article work for you? If you don't already have a valid rescue email address, only Apple itself can reset the questions.

    HI. i'm forget answer for may security questions for Apple ID and can't reset it, after verified email adress the link for reset questions is not available.

    The reset link will only show if you have a rescue email address on your account - if you've just added an address then it will be an alternate/secondary email address, which is a different setting/address on your account (a rescue email address can only be added by answering 2 of your questions).
    You will need to contact iTunes Support / Apple to get the questions reset : http://support.apple.com/kb/HT5699
    When they've been reset you can then use the steps half-way down the page that you posted from to add a rescue email address for potential future use

    If you established a rescue email address, there will be a link on the "Passwords & Security" page of id.apple.com.  Clicking the link will send the reset to your rescue email address (NOTE:  This is not the same address as your Apple ID email)
    If there is no link on the page, then you didn't establish a rescue email address.  Contact AppleCare at 800.694.7466, and ask for account security.  You will need to answer some questions to verify your identity, AND you will need access to a computer to generate a temporary support pin.
