I'm no lawyer either, but it did change around Oct-Nov 2008. There are older posts from around then where iTS gift cards did work for iPod games.
Common sense tells me Apple would love to sell as many of these games/apps as possible, no matter the payment method. And since Apple did in the past, and now don't, and I've only seen Canadians post about it, it seems to be a Canadian law.

You need to ask Apple to reset your security questions; ways of contacting them include phoning AppleCare and asking for the Account Security team, clicking here and picking a method for your country, and filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

iTunes gift cards are only valid in their country of issue on accounts based in that country - so if you bought a card in Germany then it can only be used in Germany on a German account.

You've followed steps 1 to 5 on the page that you posted from ? If you have a rescue email address on your account then that should let you reset them : go to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account, then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you should see an option to send security question reset info to your rescue email address.
If you don't have a rescue email address (you won't be able to add one until you can answer your questions) then you won't get the reset option - you will need to contact Support in your country to get the questions reset.

When they've been reset (and if you don't already have a rescue email address) you can then use steps 1 to 7 half-way down the HT5312 page that you posted from to add a rescue email address for potential future use
