-If you established a rescue email address, there will be a link on the "Passwords & Security" page of id.apple.com. Clicking the link will send the reset to your rescue email address (NOTE: This is not the same address as your Apple ID email)
-If there is no link on the page, then you didn't establish a rescue email address. Contact AppleCare at 800.694.7466 (If you are in the US), and ask for account security. You will need to answer some questions to verify your identity, AND you will need access to a computer to generate a temporary support pin.

I forgot security questions, and there is no rescue email, what should i do?
If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you will need to contact iTunes Support or Apple to get the questions reset.
e.g. you can try contacting iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management , and then 'Forgotten Apple ID security questions'
or try ringing Apple in your country and ask to talk to the Accounts Security Team : http://support.apple.com/kb/HE57
When they've been reset you can then use the steps half-way down the page that you posted from to add a rescue email address for potential future use. -
The option to send an email to reset your security questions and answers is not available and i have a rescue email already. I forgot my security questions. What to do?:/
See Here > Apple ID: Contacting Apple for help with Apple ID account security
Ask to speak with the Account Security Team...
Or Email Here > Apple Support iTunes Store Contact

Note:
You can only set up and/or change a Rescue Email BEFORE you forget the questions/answers. -

i just bought a 25$ Gift card for itunes and i forgot my secuirty questions and i dont have a rescue email what should i do? Plz help
There is another option if you still know your ID's password. Call Apple directly and ask for the Account Security department. They will need to verify that you are the account holder, but they should be able to force a reset for your security questions if they do so.
For security questions they are required to get a support pin for the account from you. You can get one by going to appleid.apple.com (no www in front) and signing in using the Manage Apple ID button. The support pin is in the bottom-left corner of the password and security section, but don't generate it until they ask you to.
You will still need to verify one other piece of information with you once this is done. At this time, there is no other way to reset the security questions without having added a rescue email before losing them. An Apple Retail Store would actually need to call in for you too, so don't worry about not having one.
Good luck! -
I cant purchase anything, beacuase I need my security questions answer, I cant remember the answer to the questions and I dont have a security email.... I dont know what to do, i haved tried everything. please help

I noticed that after reboots any message sent to /dev/sysmsg or /dev/console is displayed to the CDE Desktop (wallpaper). After I log out then log back in the problem disappears. This happens in global zones only and not in a non-global (local) zone.
