why do i have to answer security question when i buy songs on the itunes store because it's saying that if i do not answer the questions right now then it will lock my itunes account

Under "Other Apple ID Topics"
Select: Forgotten Apple ID security questions
Click "Continue".
On the next page, you will be given the options to "Talk to Apple Support Now" or "Call Apple Support Later" or "Schedule a call", please choose the option that works best for you.
If you schedule a call you will receive a call back from the Account Security team, you just need to leave your contact information and preferred time to receive a call back.

They are there for security e.g. if somebody gets access to your iTunes account then they won't be able to buy content from your account on their own computer without being able to answer to your questions.
You should be only be asked for their answers on the first purchase on a computer or device.
