Didn't the link to contact the iTunes Store staff in the 'Additional Information' section of that article work for you? If that option doesn't appear or work, only Apple itself can reset the questions.

If you know the answers to your security questions then follow the instructions hlaf-way down the page that you posted from :
Navigate to appleid.apple.com using your web browser.
Click "Manage your account"
When prompted, sign in using your Apple ID and password.
Click Password & Security
You'll be asked to answer 2 of your 3 security questions before you can make any modifications. If you are unable to remember your answers, you can choose to send an email to your rescue email to reset your security questions.
After you've validated your identity by correctly answering your security questions, click Edit to the right of your rescue email address.
That will let you view your full rescue email address and optionally change it.

If there is no link on the page, then you didn't establish a rescue email address. Contact AppleCare at 800.694.7466, and ask for account security. You will need to answer some questions to verify your identity, AND you will need access to a computer to generate a temporary support pin.

You need to ask Apple to reset your security questions; this can be done by clicking here and picking a method, or if your country isn't listed, filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

I did all thing as you told me.First i created Criteria based Set after this we created a Workflow type Action and Actvities Type Notifcation Email template and finally i called this Workflow in MPR as Set Transition and call Set that i was created below.and
check Advance View of Set this gives

Before you go linking to here: http://support.apple.com/kb/HT5312?viewlocale=en_US, I have already done all the steps to a T, however, there is no option under my security questions to send a reset email to my rescue email address. (And yes, I did verify both email accounts). How can I fix this?

The reset link will only show if you have a rescue email address - if you have just added an address then it will be an alternate/secondary email address which is different, a rescue email address can only be added/changed by answering the 2 questions that show on that screen.
If you've forgotten the answers to your questions then you will need to contact iTunes Support / Apple to get them reset.

No need to get in touch with account security because they will only tell you what I'm about to tell you...
Just log into the appleid.apple.com website > sign in with his/her apple id > go to password and security in the left side > enter the security questions > and from there you can edit the rescue email.

Hi! Apple is horrendous, and they will not let me purchase music due to the fact that I am unable to remember the answers to my security questions. It is requiring me to answer these questions because I am trying to purchase my music on a device that, according to the fine folks at Apple, I have never attempted a purchase on before. Contrary to popular belief, however, I have in fact made quite a few purchases on this device, but I digress.
