As RG says, if you're in the US, you haven't allowed for the sales taxes charged by your city and state. You'll need to buy something less expensive, add a credit card, or redeem an additional iTunes card.

I've never had a credit card on my iTunes account because I mostly purchase free apps and because I don't own a credit card. If I want to buy an app I use a family members Apple ID. I had two $10 iTunes gift cards and I put them as credits to my iTunes account. Now I'm trying to make an in-app purchase of something worth 19.99 and it says that my iTunes account has insufficient funds. The billing information appears and I choose "none" as I always have for it to charge it to my credit balance but again it says that I have insufficient funds. I checked in my iTunes account and it still says that I have a $20 credit balance.

You have a Puerto Rico address on your account ? From a quick search I've found one site from somebody in Puerto Rico that includes a screenshot for an app receipt showing tax of 7 cents added to a 99 cent purchase. Are you able to view the purchase history on the account that you've been using, and see what prices show on them (e.g. if the store's listed price or price plus tax) : Store > View Account menu option on a computer's iTunes, then 'see all' link next to the Purchase History section.

Why can I not make any in app purchases? The two games I have tried are game of war fire age and candy crush. They both tell me that my device cannot connect to iTunes. I've tried on my iPhone 5s as well as my iPad mini2.

I've tried restarting both devices, I've reinstalled the apps, I've reset both devices, I've logged out and back in, and I've tried on both wifi and cellular. Any help would be appreciated.

Also, I have purchased other apps and music on iTunes since the problem started.

If you don't have a None option in the payment methods in your account info, then the only way to remove bank card information is to redeem an iTunes Gift Card.

You seem to have asserted yourself. I have found that - although a little obscure - Apple has laid out a Path they wish folks to take to determine all kinds of support; phone calls (call now or call back appt.), Live Chat, Genius Bar Appointment...
In addition, recently, they have added an AppleID challenge layer at a specific point to their WorkFlow liking. I have tested on several occasions - as recently as yesterday - and have reached the "Appointment Time" picker level before bailing (as I do not need to actually make one)
Follow the appropriate prompts here > Apple - Support - Product Selection - with a little cleverness, one can get to the appointment making page.

You need to call AppleCare and tell them the error message you get when you try to make the inapp purchases.
