I need to cancel an account out, giving iPad to someone else. Any suggestions on this issue?

Do you know the password to her iTunes account?  Or a better question - Do you know the password to her appleID?

    - Unless you also have the originals of the  music (CDs), you do not have right to the music.
    - If they were purchased in iTunes and you can transfer them by the following.  You must know and have control of  the iTunes account and password.

    If she has backed up her iPhone she can replace that iPhone and set up the new iPhone from her backup.
    You can put the iPhone that went into water into a plastic baggie with either new silica gel packets (preferred) or raw rice and let it sit for  4 - 5 days. After that time remove the phone and connect it to power for at least a half hour. While it is still connected to power reset it by holding down the power and hold button, wait for the Apple logo then let go of the buttons. Might take several tries. If it revives immediately back it up.

    If it's runniong iOS 7 then when he left he left activation lock behind. Without hte proper credentials you cannot remove the apple id off the device if he turned on "Find my iPhone" via iCloud.

    It sounds like you are needing to unlock this iPad but the passcode is unknown. I'm sorry to hear of your loss. According to the following article you should use recovery mode to restore the iPad and be able to use it. The caveat to this is that it will delete all the data on the iPad.

    Use recovery mode
    Follow these steps if you never synced your device with iTunes, if you don't have Find My iPhone set up, or if you can't get to your own computer. You'll need to put your device in recovery mode, which will erase the device and its passcode. Then you'll restore your device as new or from a backup.
    Disconnect all cables from your device.
    Turn off your device.
    Press and hold the Home button. While holding the Home button, connect your device to iTunes. If your device doesn't turn on automatically, turn it on.
    Continue holding the Home button until you see the Connect to iTunes screen.
    iTunes will alert you that it has detected a device in recovery mode.
    Click OK, then restore the device.

    There are two methods to recover deleted imessages.
    1. Restore them from a previous iTunes or iCloud backup.

    well, my dad gave me his iphone 3gs when he got a new iphone. he passed away and his itunes account was terminated and my iphone is disabled for 21 million and something minutes and i dont even know how it happened. my phone has been disabled for a really long time and i calculated the time span of how many minutes its locked and it would be locked for 41 years.     To recover it at this point you need to restore it using the computer it was last backed up to. This will remove the passcode.

    I see this question has been here for awhile anyways per your question Apple can't help with local device without having you reset it, Apple might not even help you if you don't have some kind of Apple program such as "Applecare" it covers phone support and device(s). You might want to find an email if you know the e-mail account before it may close. One more thing to try is connect the device to the computer that it was syched to and see in the options under store Itunes will hold passwords for Apple Id and registered computers. Give me a message back here if this doesn't work and no i'm no hacker I just use multiple devices from Apple.

    I have not filled the iPod Classic 160 GB.  I have most of my music and a few movies for traveling on that one.  Before I bought it, I had a 20 GB that was always full.  Now, what I do is have rock music on a shuffle that I use for biking or running.  Audio Books are on an iPod Touch.  The 20 GB unit is no longer used (given away) and replaced with the 160 that holds just about everything else.
    The MacBook is limited by the size of the hard disk.  Many people with have their entire iTunes library on an external USB or Firewire hard drive and have iTunes map to that.  Remember that this is not truly a backup (if the library is only on one drive, it is not a backup, nor should the iPod/iPhone/iPad/etc. be considered a backup)
    If you have the means to have another device, I would agree that splitting your music by genre on each device is the way to go.  I've known people that sort their music on devices by artist, album, etc.  As long as you find a way that works for you.

    You can unlock it on another computer though the content will be wiped and I think that you need to put it into DFU mode e.g. see post https://discussions.apple.com/message/15385719#15385719 in thread https://discussions.apple.com/message/15385641#15385641 .

    Google seems to change their login security occasionally, and apps that assume it will work a particular way get left out in the cold till they are updated, since the login process is hard-coded into the app.

    Try:                                               
    - iOS: Not responding or does not turn on           
    - Also try DFU mode after try recovery mode
    How to put iPod touch / iPhone into DFU mode « Karthik's scribblings
    - If not successful and you can't fully turn the iOS device fully off, let the battery fully drain. After charging for an least an hour try the above again.
    - Try another cable                     
    - Try on another computer                                                       
    - If still not successful that usually indicates a hardware problem and an appointment at the Genius Bar of an Apple store is in order.
