HT5594 Why can I not turn location services on?

I know where it is at in location services. I went there and the ability to flip the switch to an on position is blocked. How do I fix this? I restored the phone already and now I need to know a next step?

Without more info, here's a wild guess...
Plug it in to power for at least 15 minutes. Then, try a reset by pressing the home and sleep buttons until you see the Apple logo, ignoring the slider. Takes about 5-15 secs of button holding and you won't lose any data or settings.

I understand that you cannot turn on Wi-Fi on your iPhone 4s because it is grayed out. Please follow the steps in the following article to get this resolved.

Resolution
Follow these steps to resolve the issue:
Restart your iOS device.
Make sure that airplane mode is off by tapping Settings > Airplane Mode.
Reset the network settings by tapping Settings > General > Reset > Reset Network Settings.
This will reset all network settings, including Bluetooth pairing records, Wi-Fi passwords, VPN, and APN settings.
Make sure that your device is using the latest software. To do so, connect your device to your computer and check for updates in iTunes.
If you still can't turn Wi-Fi on, please contact Apple for support and service options. If you can turn Wi-Fi on but are experiencing other issues with Wi-Fi, see how to resolve those Wi-Fi issues.
If you go through all of the steps above it may be necessary for you to follow the link under number 4 and contact Apple Support.

1) Is it happening with particular song? - if yes then its an issue with song
2) is it with all songs( check head phones with other player or so it might be faulty)
3) Is there any volume limit (lock) set on your ipod
if head phones are fine and if it happens with all songs and if same songs play with good sound on computer you might need to restore your ipod and reupdate the songs may be an issue with ipod but if all songs play with similar kind of sound on computer your ipod should be ok as it might be the sound quality of those songs

When I go to Settings>iCloud>Storage & Backup>Backup my iCloud Backup button is greyed out. I have tried removed restrictions, then I even reset the iPad. I have plenty of storage (even purchased extra to cover all my devices). All my other devices are fine but this one! While I know there are phones that can do this, they really are not powered "off" - they are more in a hybernation state. However, the iPhone has never worked that way. Off on an iPhone means truly powered off - nothing is still running so there is no minimal function left ticking away to wake up the phone and sound the alarm.

I compose an iMessage with the destination as my email address and I attach 2 photos I want on my PC. I send them several times from my iPhone 5C but they never arrive. I look at my ipad later and realize that it's iMessage app is getting ( and swallowing) these emails. I then turn the ipad off. Still can't get the photos through because iphone is now getting them on it's iMessage. I turn off the iMessage feature and try to send photos from text msging. Phone tells me it can't send photos unless iMessage it turned on. What happened to regular MMS text messaging? I go and try to send photos as an email attachment and see that there is no option to attach from the stupid email program. I look up online to learn about the brave new world of apple attachments and send them.

Did not work. I've selected iMessage to ON and left it. After a few hours I recieved a message "activation unsuccessful. Turn on iMessage to try again". This has been going on for the past 3 days.

You need to have the iPhone in your posession to alter that setting. That is something you should have done before it was lost.
