Set up iCloud on your new computer, sign into your account and turn on your data syncing. The data will then download to your computer.

Outlook is a mail client for PC's (and Macs). It is not a type of account. Do you mean an "Exchange Account"?
If so, then re-add it. The calendar events live on the Exchange Server. The only way to get them back is to re-add the account to the phone. The contents of Exchange and IMAP accounts are not part of the 'backup' as they already exist elsewhere. -

When you go through Setup Assistant on a newly restored device using iOS 5 or later, choose "Restore from iCloud Backup" and enter your iCloud account and password. You will see the three most recent backups for each of the devices on which you enabled Backup. Choose which backup to restore from.

Your PSE8 is using the default, new empty catalog that's created when PSE is installed.
In Windows, search your entire computer for this file:
catalog.pse8db
The largest one that's found will be your old catalog. If your computer people didn't restore that catalog file (and its entire directory), ask them where the heck it is.

My old computer broke down with everything on it. Now having a new one I don't know how to get my music and photos on my new apple library on my current computer. I would appreciate any ideas how to achieve this without loosing anything from my I pod. Thanks
Music is intended to go one way: from your computer to the iPod. Going the other way is contrary to the design and is not trivial.
If you had a Mac and its hard disk failed, you would use Time Machine to restore its contents to a replacement disk. A disk failure would be a non-event. If you replaced your Windows computer with another Windows computer another failure is just a matter of time.

iTunes will only give you the option to copy your iTunes Store purchases directly from an iPod to the computer, you'll find details in this article: Copying iTunes Store purchases from your iPod or iPhone to a computer
For everything else (music from CDs, other downloads etc) there are a number of third party utilities that you can use to retrieve the music files and playlists from your iPod. You'll find that they have varying degrees of functionality and some will transfer movies, videos, photos, podcasts and games as well. You can read reviews and comparisons of some of them here:

I purchased the iPhone 5 and upgraded from the 4S. I backed up the 4S to iCloud before I did a full reset on the 4S. My iPhone 5 has still not restored to the backup from the 4S and it has been 2 weeks since the change. How do I get my iPhone 5 to sync to the backup I did on the 4S 2 weeks ago?
You would have to essentially start again.
Settings>General>Reset>Erase All Contents And Settings
This will take the handset right back to the original setup, where you will find an option to Restore From iCloud Backup. -

Im looking for some pictures that was deleted off my device..im hoping they're save on the cloud..
iCloud keeps photo stream photos for 30 days (even though they remain longer on your device). Turning on photo stream (if it's off) would sync back these photos. Your iCloud backup includes photos in your camera roll when your iPad was backed up. Restoring to the entire backup would recover these photos.

It is your responsibility to move/copy/backup your music.
Certainly you did not update your ipod without making sure that you had transferred anything purchased on the ipod to your computer and included it in your regular backup copy of your computer. -

It sounds like your iCloud Apple ID has a phone number associated with it that you would like to update. If this is the case, after signing in to the linked website below, you will see a section on the left side of the screen labeled Phone Numbers. You can edit the phone number associated with that account from there.
