Hi. Both myself and my wife are on the same account meaning same credit card. The problem with this is we both receive each others contacts and see each others I messages.

You entered your wife's seperate AppleID? Check you can login with the same AppleID here: http://appleid.apple.com/ on a computer.
Some of the photos in that link apply to setting up iCloud on a device from new, not when setting it up later. It won't look the same (the dark gray background) for you as you're setting it up now.

All apps (and other content from the store) are tied to the account that downloaded them, whether or not they are free. To do in-app purchases in that app you will either need to log in with the account that downloaded it, or delete it (which will delete its content) and download it with your currently logged in account if you want to do IAPs on that account.

This possibly the dumbest thing Apple can do. I just found out the hard way my father in law will not be getting his christmas present. Yes I should have read the fine print, but I honestly thought Apple was smarter than that.
Obviously they haven't seen the money making potential of this so now I will ask for a refund and take my money elsewhere.

my iphone that I have not updated is still 7.1.2 and it works just fine
my older ipad2 still on 7.1.2 also works just fine
also these 2 devices can use my home share just fine
newer ipad air just updated to 8.1 no longer shows me purchased items, nor does home share show up on this freshly updated iPad air.
I updated to the latest version of iTunes 12 on my mini
I guess I should have not updated to 8.1?

It sounds like you would like to re install the version of Garargeband that you had installed before your restore. You should be able to download it from the App Store in your Purchased history which you get to through Updates:
Tap App Store.
Make sure you're signed in with the same Apple ID used for the original purchase.
Tap Updates.
Tap Purchased on the resulting screen.
Locate the app in your Purchased tab.
Tap the download icon.

After you have finished, you can re download your iTunes purchases without having to re purchase.
