I have changed my Apple ID but my old ID is still showing up under iCloud account information on my cell phone. How does this get changed?

Go to appleid.apple.com. Change your primary email address/Apple ID back to the old email that you do not have access to. Then, on your device, go to Settings > iCloud and delete account. Make sure to sign out of iTunes/App store as well. Once you have removed the old Apple ID from your phone, go back toappleid.apple.com and change the primary email address/Apple ID to the new email. Just because you no longer have access to an email account does not mean you have to change your Apple ID.

Thank you Roger, your solution gave me the courage to sign out of Systems Preferences. The pop up told me it was going to delete my contact and other information from my mac, so I was hesitant to do that. Well I did as you directed and I was able to sign in with my new apple id and I did not lose the information the pop up threatened I was going to. So again thank you. It is the little things that make a big difference sometimes.

You dont need to change the iCloud account to use that feature, when you use find my iPhone all you would need to do is sign into her iCloud account to locate her iPhone.
If you want to change the account used on the iPhone for iCloud then go to settings>icloud and select the option at th bottom that says "delete account" then select "keep on my iphone". After that you then sign in with your iCloud account.

If you want to move to a new, separate iCloud account you have to delete the account, create a new account with the other ID, and migrate your data to the new account. Deleting the account will only delete it from your phone, not from iCloud. This will not effect other devices still using the account. Also, you can continue to share your ID for the iTunes and App stores even though you will have a different ID for iCloud. They do not need to be the same.
To begin, if you have any photos in photo stream that are not in your camera roll or backed up somewhere else save these to your camera roll or you will lose them. To do this, open the photo stream album in the thumbnail view, tap Edit, tap all the photos you want to save, tap Share, then tap Save to Camera Roll.
Once this is done, go to Settings>iCloud, scroll to the bottom and tap Delete Account. When prompted about what to do with the iCloud data, be sure to select Keep On My iPhone. Next, set up a new iCloud account using a different Apple ID (if you don't have one, tap Get a Free Apple ID at the bottom). Then turn iCloud data syncing for contacts, etc. back to On, and when prompted about merging with iCloud, choose Merge. This will upload the data to the new account.
Finally, if you have any data in either iCloud account that you no longer want (such as someone else's contacts) you will then have to go to icloud.com on your computer and sign into each iCloud account separately and manually delete it.

You can't do it on your own. The previous owner has to erase the device for you. You would need his Apple ID and password in order to delete his iCloud account. This is due to the Activation Lock in iOS 7 - assuming that your iPad is running iOS 7.
Contact the owner and ask home to erase it remotely using iCloud, or return the device and ask for your money back. If you can't contact the pervious owner, you will have a useless iPad on your hands.

If the old ID is you ID and an earlier version of your current ID, go tohttps://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. Then edit the name of the account to change it back to your old email address. You can now use your current password to turn off Find My iPhone on your device, even though it prompts you for the password for your old account ID. Then go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Next, go back tohttps://appleid.apple.com and change your primary email address and iCloud ID name back to the way it was. Apple IDs never go away, so it still exists.
But lets be clear. You actually stopped using an Apple ID and created a NEW Apple ID. You didn't just change the email address of your Apple ID? That means that all of the music and apps purchased with the old Apple ID will have to be purchased again.
If you really did create a new Apple ID you will need the password associated with the old one to disable Activation Lock. There is no way around this. As I said, the old one still exists. You can use the standard tools to recover the password at https://appleid.apple.com.

If the Account name is wrong in Settings>iCloud you'll have to scroll to the botom and tap Delete Account, then sign back in using the correct ID.

It sounds like you are signed in to your daughters iCloud account on all your devices.
Delete the account from Settings > iCloud on the devices you don't want it on, and then sign back in again with your own iCloud account. You will then have access to your own iCloud account info and email.
