    As Rudegar above mentioned, connect the iPad to your PC running the newest version of iTunes and update it that way. You update path is direct to iOS 7.0.3 (the newest as of now). You cannot update to anything but the newest version.

    On your computer's iTunes you should be able to edit your payment info by going into the Store > View Account menu option and logging into your account, and on your account's details page there should be a payment link.  If you are doing it on your phone then tap on your id in Settings > iTunes & App Store and tap on 'View Apple ID' on the popup and log into your account  - that should also give you a payments link on your account's page.

    I need help to update my ipad thru my computer.

    Open iTunes. You will probably need to update iTunes since iOS7 needs iTunes 11.1. So update iTunes and restart your computer.
    Then open iTunes back up and plug your iPad in. At first, ignore the prompt to update your iPad. Do a full sync and backup. THEN once that's done, download the update. It'll take a bit since it's about a gig of data. Let your computer and iTunes do their thing. During that process iTunes will wipe your device, install the new iOS then restore your iPad from the backup you just made.
    Once it's done, you'll have some set up on your iPad. Follow the prompts. Pay special attention to the 'set up passcode' screen. If you set one up, remember it. You can't get back into your device with out it. If you don't want to set one up, there's a small skip button.
    Follow the rest of the prompts.
    Once your device is up and running, poke around in the settings. You'll find a lot of stuff defaulted to on that you may/may not need. So look and make the choices that are right for you.
    Then you'll be good to go.
    Took me about an hour or so from total start to finish.

    How to Upgrade to iOS 7
    The iOS 7.0 update requires around 2.5 GB of storage space, so if your iPad is almost full, you may need to clear up some space. You can check your available space in Settings -> General -> Usage.
    There are two ways to upgrade to iOS 7: You can use your Wi-Fi connection, or you can connect your iPad to your PC and update through iTunes. We'll go over each method.
    To upgrade using Wi-Fi:
    Note: If your iPad's battery is under 50%, you will want to plug it into your charger while performing the update.
    Go into the iPad's Settings.
    Locate and tap "General" from the menu on the left.
    The second option from the top is "Software Update". Tap this to move into the update settings.
    Tap "Download and Install". This will start the upgrade, which will take several minutes and will reboot your iPad during the process. If the Download and Install button is grayed out, trying clearing up some space. The space required by the update is mostly temporary, so you should gain most of it back after iOS 7 is installed.
    Once the update is installed, you may have to run through the initial steps of setting up your iPad again. This is to account for new features and settings.
    To upgrade using iTunes:
    First, connect your iPad to your PC or Mac using the cable provided when you purchased your device. This will allow iTunes to communicate with your iPad.
    You will also need the latest version of iTunes. Don't worry, you will be prompted to download the latest version when you launch iTunes. Once it installs, you may be asked to setup iCloud by logging into your iTunes account. If you have a Mac, you may be prompted on whether or not you want to enable the Find my Mac feature.
    Now you are ready to begin the process:
    If you upgraded iTunes earlier, go ahead and launch it. (For many, it will launch automatically when you plug in your iPad.)
    Once iTunes is launched, it should automatically detect that a new version of the operating system exists and prompt you to upgrade to it. Choose Cancel. Before updating, you will want to manually sync your iPad to make sure everything is up to date.
    After canceling the dialog box, iTunes should automatically sync with your iPad.
    If iTunes doesn't automatically sync, you can manually do it by selecting your iPad within iTunes, clicking on the File menu and choosing Sync iPad from the list.
    After your iPad has been synced to iTunes, select your iPad within iTunes. You can find it on the left side menu under Devices.
    From the iPad screen, click on the Update button.
    After verifying that you want to update your iPad, the process will begin. It takes a few minutes to update the operating system during which time your iPad may reboot a few times.
    After updating, you may be asked a few questions when your device finally boots back up. This is to account for new settings and features.

    Downgrading the iOS is not supported. If you are using Safari this try clearing its cache via Settings > Safari.
    If that doesn't work then try closing Safari completely and then re-open it : from the home screen (i.e. not with Safari 'open' on-screen) double-click the home button to bring up the taskbar, then press and hold any of the apps on the taskbar for a couple of seconds or so until they start shaking, then press the '-' in the top left of the Safari app to close it, and touch any part of the screen above the taskbar so as to stop the shaking and close the taskbar.
    A third option is a reset : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.

    Which way are you trying to update? WiFi or iTunes? In either case, I would try restarting/rebooting all devices and then try again.
    IF you are using iTunes, eject your iPad, quit iTunes, reboot your computer and reset your iPad by holding down on the sleep and home buttons until the Apple logo appears on the screen. After the iPad starts up, connect to iTunes and try again. You may also want to disable your firewall and antivirus software when you try to update using iTunes. Sometimes those will interfere with the download.
    If you are using WiFi, reset the iPad as described above and try again.
    If WiFi updating will not work, try using iTunes, if iTunes will not work, try using WiFi.

    If you have iOS4 on your device like your post says, then you should connect it to its syncing computer. Update iTUnes. Do a full backup then follow the prompts in iTunes to download and install the new OS.
    Depending on your internet speed could take you an hour or so to do it.
