You need to provide more detail. When you create an Apple ID you should get an email at the address you provided. You click a link in that email to verify it. Or do you mean something different?

    When you first create an Apple ID (using your email address) a verification email will be sent to that address. If you sign in to your Apple ID from the link in that email, the email address will be verified as the primary email address for your Apple ID. You can also resend the email verification if the email address is not verified:
    1. Sign in to My Apple ID to manage your account information.
    2. Click Resend under Primary Email Address.
    3. Verify your changes by following the link in the email you will receive from Apple and signing back in to your account.

    Trying to purchase something from bestbuy.com, I try to login to my account and get the following message:

    In order to protect your account, we need to verify your identity before you sign in. We have sent a verification code to your e-mail. Please enter the code included in that e-mail to continue.
    The verification code e-mail should arrive within a few minutes. If you don't see it, please check your Junk Mail or Spam folder.
    I have tried several times today and still get this message. I am not receiving an email, and it is not in my spam or trash either. I talked to 3 different people at 1-888-BESTBUY and no one was able to help. I registered for these forums and received the email from that registration process fine. 
    Any help with this issue is appreciated, I would like to get this order in.

    If you read my linked document carefully, you will see there is a lot your devs are missing.
    We can start with forums and user support. It's a total mess. Answers.ms.com led me here! First of all, that site is not considering W10 aka Win Tech Preview. Tech Preview is an in-development project, so where else to ask for support than on developer forum.
    In addition, there is no section dedicated to W10, or I can't find it in the TL;DR list of all available forums that are all basically the same. Windows Feedback app is not of much use here. Please put a direct link to correct section into W10..desktop or
    somewhere.
    And if you want to talk about more dev-related thins... Why is my HDD always waking up without any purpose? Why is Win10 automatically defragmenting SSD if he is aware it's an SSD? Why is Win putting files on a non-system HDDs? I will continue the moment

    Might I suggest a password reset?
    Maybe you can click on the Reset Password link instead of trying to log in at appleid.apple.com.
    I'm not sure if that would work, but its worth a try.
