I created family sharing and used it with my brother. Then I dismissed it. When I try to install or buy apps, which previously were bought by him, appstore requires to enter a password from my brother's icloud. Even if I install a free app.

If you do not already have an Apple ID try downloading a free app and you should be prompted to creat an Apple ID that you can use without a credit card. You must download a free app first. If you already have an Apple ID, sign out of the ID and then download a free app and you should be taken through the process that I am describing above.

Excellent. Just bear in mind that Lion is not the current version of iOS - Mountain Lion is.
Your machine may not be able to run Mountain Lion - it certainly cannot if it's the original MacBook Air.
Anyway, purchasing Lion will improve your situation, but is still a year behind the current release.

All content from iTunes is tied to the account that downloaded it, so the id that shows when trying to download updates should be the account that 'owns' that app. Do you recognise the id that is showing e.g. has anybody else downloaded or synced content to your iPad ?

The HT5312 page that you posted from has instructions for how to reset them i.e. if you have a rescue email address (which is not the same thing as an alternate email address) on your account then steps 1 to 5 half-way down that page should give you a reset link.
If you don't have a rescue email address (you won't be able to add one until you can answer your questions) then you will need to contact Support in your country to get the questions reset (these are user-to-user forums).

When they've been reset (and if you don't already have a rescue email address) you can then use the steps half-way down the HT5312 page that you posted from to add a rescue email address for potential future use

These are iPad apps correct?
Do you have restrictions set on the iPad? Settings>General>Restrictions>Installing apps>Off or Settings>General>Restrictions>Allowed Content?
Are you sure that the Apps are selected to sync from the Mac to the iPad?
Connect the iPad to the Mac and launch iTunes.
Click on the iPad name on the left side under devices.
Click on the Apps Tab on the right.
Click on Install next to the apps that you want to sync.
Click on the Sync Apps Heading to select it
Click on Apply in the lower right corner of iTunes
If you do not see the sidebar in iTunes 11 - go to View>Show Sidebar from the iTunes menu.

There is no Podcasts app that "comes with" the iPad. It is made by Apple but you have to download it. See if this direct link works:
