Go to id.apple.com. Click manage your account. Sign in. On the left click on "Passwords and Security." At the bottom of your security questions there is a link to "Reset security questions by sending an email to your rescue email".
If you didn't setup a rescue email then you need to call Applecare. -

I can't answer security questions because I dont remember the security questions. i did this a while ago i honestly dont remember. i tried to contact support but they just told me what you just told me.

I made my apple account years ago. I made the security questions years ago. And therefore I cannot remember the answers to the questions. I keep looking up how to change them & I keep finding the same page that tells me to choose "send rescure email", but that option does not exist at all. I repeatedly tried to remember the right answers & now I am locked out of my account for repeated failed attempts. I need to get into my account so some help would finally be appreciated.
You need to ask Apple to reset your security questions; ways of contacting them include phoning AppleCare and asking for the Account Security team, clicking here and picking a method for your country, and filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

The 'send reset info' only shows if you have a rescue email address (which is not the same thing as an alternate email address) set up on your account.
