For whatever reasons, the "None" option is not always available to all users and I think it may be related to what country you live in. Short of contacting Apple to get it straightened out, if you haven't done anything with your new ID ye - you can create an Apple ID without a credit card and simply abandon the one that you just created.

The two big things that you have to remember for this to work are ... you have to sign out of your existing Apple ID .... Settings>Store>Apple ID - tap the ID and sign out. Then you have to try to download a free app to bring up the window that asks you to sign in or create an ID. Read the information on the website that I referenced above.
If you have not used the original Apple ID for anything yet, you can simply ignore it and use the new one - or like I said earlier - contact iTunes support and ask them to help you sort it out.

Where are you physically located?
What country's Store are you using?
The two have to be the same and the payment method for your account also has to be associated (billing address, where iTunes gift card was purchased) with that country.
Has the ID(s) worked before for purchases for this country's store?

Content (apps, music, ibooks, films etc) is tied to the account that originally downloaded it, so if the iBooks app was downloaded using the account that you used to share with your ex then only that account can download updates to it. As it's a free app you could delete it and re-download it under your own account - and then re-download your ibooks into it (or copy the books to your computer's iTunes first via File > Transfer Purchases and then sync them back to the app).

I reset my phone a while ago and it asked me the apple id used to set up the phone. if i reset it again will it ask me for the id i originally used to set up the phone or the one i used to set it up after i reset it?

From your description, it sounds like you may be talking about the Activation Lock function of iOS 7. If you are going to reset or restore your iPhone, you may want to turn it off temporarily. You may find the following article helpful:

My app store will not let me get apps. When I enter my ID information, it says "This Apple ID cannot be used for the iTunes Store. Please enter another Apple ID." it worked this morning. What do I do?

I tried it this morning to download Twitter and it worked just fine. I also was able to download other apps before school. Now I'm trying to download a few Christmas apps and it won't work at all. I would certainly agree that something has expired - possibly a key or certificate. I do think it's quite poor that Apple had not anticipated this for the ATV1 - a software update should not be necessary - an occasional password entry for account authorisation would not be objectionable to keep certificates/keys up to date and should have been implemented. The stuff that's affected is paid for after all! No wonder many don't bother paying for media and just download stuff illegally. DRM only impinges on legitimate customers.

This doesn't make sense. You can register multiple, even non-Apple-ID, email addresses and their aliases with FaceTime.
So, maybe you can explain your problem better - what you want and the steps you've taken and what you have so far. If something doesn't work, please tell the exact error message, too.

I want to correct my iCloud ID as the email address I used to set it up will no longer exist when I move.
If I delete the account it says will delete all my contact, calendar, etc. data from my device and I could not deal with that.

I have already changed my Apple ID, but now I need to change my ICLOUD ID.

Check the eBay listing. Did it state the device was Activation Locked? If not, then make a claim as Meg stated and get a refund. You will not be able to activate the phone and no one can help you contact the owner, unless that is the person that sold the device. If they cannot remove the phone from their account because it is not theirs, then refund is your route. Even Apple cannot assist with locating the previous owner.

It is a hardware/software fault which you'll have to get the iPhone replaced if you're under warranty.
