Rented a movie for for iPad, said my cloud was full so I paid 20 for more space and still says it can't download because of lack of space
To be able to download a film onto your iPad you need enough space on your iPad : Settings > General > About > Available - the film's description page should say how large it is, but some HD films are 5.5 gig +
The iCloud storage that you've bought give you extra space for your iCloud backups, it won't give you extra space for downloading.

if you reset all settings, you will not lose anything at all. You will have to reset all of the device preferences again like your chosen wallpaper, your privacy settings, whatever settings in the Settings app that you changed from the factory default, will have to be entered again.
You will not lose any data, movies, songs, etc. I responded to your first post and told you that I'm not sure it will work anyway, it's just a suggestion. If you are not comfortable doing it, then don't do it. -
Deleted all data still says NOT enough storage for Icloud back up
I have deleted from my two devices (Iphone 4s and Mini Ipad) all my pictures , videos, emails and notes ( I dont store music) and I still get the not enough storage on icloud. I dont understand, if i don't have anything in my phone or Ipad why I keep on getting this message. I havent been able to delete apps though. I dont know what I am doing wrong. What can be occupying space if I have deleted everything.

I would welcome any help. I amIt's iCloud you don't have enough storage on, not the phone.
You can see what your iCloud storage is used for and delete any unwanted content at settings > iCloud > Backup & Storage > Manage...... on your iOS device. Or System Preferences > iCloud > Manage...... on a Mac.
You have 3 options......
Purchase more iCloud storage.
Delete data or back ups that are being stored in iCloud already.
Turn off items to be included in the next back up to reduce its size. -
Every time I try to update the 4s or 4 it is saying not enough storage. I am really hating this phone now because I am not going to buy storage. We have 5 iPhones on our account and now because of iCloud it does this.
your iCloud storage isnt part of your phone, that is a back up for your phone, you have to delete things on your phone, so I recommend backing up your photos to your computer or iCloud since im sure thats whats taking up all your storage, then delete the photos on your phone and then update your phone using iTunes on your computer.

Please help, but keep it simple. I have an iPad 2 and iPhone 5. I've got 25GB storage on iCloud with 18.3GB available but when I'm trying to download anything, it's saying not enough storage available. I thought everything I put on my iPad would be stored in the cloud but I'm obviously missing something. Any suggestions?
The cloud is for storing your backups (which will then allow you to restore your content back on to a device), to download content on your iPad you need enough available space on your actual iPad : Settings > General > About > Available.
If you aretrying to download an app then you generally need approximately twice its size to be able to download and install it. -

First thing to try is to reset your device. Press and hold the Home and Sleep buttons simultaneously ignoring the red slider should one appear until the Apple logo appears. Let go of the buttons and let the device restart. See if that fixes your problem.
If your pad is running out of space it is time to delete unneeded items. -

As you are clearly aware, it is important for you to have backups of your important data, including all of these photos you are currently keeping on your iPhone. While it is possible to use iTunes or iCloud to do backups of your iPhone, the problem becomes how to access those backups if you have deleted the photos from your iPhone. Once you have done the backup and then removed the photos from the iPhone, the only way to access the photos is by restoring the backups to the phone. Check what you have on your phone and delete what you don't use or seldom use to get more space on your phone.
