The option to send reset info as described on the page that you posted from only appears if you have a rescue email address (which is not the same thing as an alternate email address) set up on your account.
If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then see if this user tip helps you get the questions reset : https://discussions.apple.com/docs/DOC-4551

The people on these boards aren't Apple Support. You need to ask Apple to reset your security questions; ways of contacting them include clicking here and picking a method for your country, phoning AppleCare and asking for the Account Security team, and filling out and submitting this form.

Need help reseting/changing security questions

I can't reset my security questions. I made my Apple ID in 2011 or 2012 and have a rescue address and everything else, but most the Info I used was fake except the emails. When I go to Password and Security, there is no reset/rescue button/link. So I basically wasted $150 when I could of got a Google Play card instead like I usually do. I've never had to use security questions from apple until I redeemed the card and then tried to buy something a few days later. Doing over the phone won't work because the info is fake anyways so please don't tell me about the phone method. On top of this, I can't create a new account then transfer my funds over.
Question for apple (although they won't see this anyways) : Why is it so easy to change/reset passwords, but not Security Questions? If anything, it should be the password thats hard to reset/change. It makes no sense at all.

If you had a rescue email address on your account then you would get the reset link in the Password & Security section of it - if you aren't getting the link then you probably only have alternate email addresses on it. You won't be able to add a rescue email address until you can answer your questions.
Without the rescue email address you will need to contact Support if you want them resetting. Have you tried contacting them to see if you can prove your id and that it's your account ?

The answers to your questions should only be asked for on the first purchase from a new device/computer, so they can only be reset via a rescue email address or by contacting Support to try and make it harder for somebody to purchase content on your account from their own devices/computers if they get your account's id and password.

I have got a new iPhone, and some itunes gift cards. but I try to buy some music via iphone and it ask for security questions. I have forgot both and would like to resey them. Is there a way to do this? Or can I just make a new account and transfer the money on the new account from the old?

If you decide not to provide a rescue email address, you can't reset your security questions and answers yourself later in the event you can't remember the answers to your questions. You'll need to contact iTunes Store supportto have your questions and answers reset.

iTunes wont let me download any music and I have over $20 on my account. It says I need to answer my security questions but I don't know the answers. When I try to send an email to the rescue email, it doesn't work. It says the email starts with an "h" but none of my emails start with an "h". I also don't know how to edit the email. You need to ask Apple to reset your security questions; this can be done by clicking here and picking a method, or if your country isn't listed, filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.
