If the iPhone has Activation Lock - that is, it's asking for the previous owner's Apple ID and password to activate the device - then you will need that information, or you'll need to get the previous owner to remove the device from his/her iCloud account:

If you can't reach the previous owner or he/she is unwilling to cooperate, then the device is unusable by you. Return the iPhone for a refund if you can.

Carphone warehouse does not sell unlocked phones. The phones they sell will only activate with a UK carrier and will lock to the UK carrier used to activate it. You can not use that phone on an Irish network. Return it and buy an unlocked phone directly from Apple or one intended for use on the network you intend to us in Ireland.

When booting requice active iphone with my Apple ID and alert msg "EMAIL *** can not be used to unlock this iphone..."

Now i can login to both appleid but can not ACTIVATE IPHONE..

Disable your antivirus and firewall.
If that doesn't fix it either the phone was jailbroken or hacked, or the computer you are using was used to hack or jailbreak some other iDevice.

Yes, able to make a call to Apple Support but in the end still keep on going to try the Apple ID and Password.

Probably locked. If true, only the carrier the iPhone is locked to can unlock it.

Was the phone hacked or jailbroken to use it with a different carrier than the one it was locked to? If it was then it is again locked to that carrier, and there is nothing you can do about it that can be discussed in an Apple hosted forum.

I'm having the same problem and absolutely NO ONE seems willing or able to help. The worst part is, I'm in Mexico now and don't have a second phone line from which to call Apple or AT&T. I basically have a $400 per month iBrick.
My original iPhone was working fine until a few days ago, but then stopped connecting to the local phone towers. I thought maybe the software had been corrupted, so I did a quick restore, which went fine. But then, when I connect to iTunes, it gets stuck on the "Activating Device" page. I've tried at least 100 times, and it never gets past "Activating Device."
It seems like an AT&T problem, but they keep telling me to call Apple, and I don't have a second phone line. Awesome service, all around.
Anyone have a clue about this? I suspect Apple and/or AT&T did something to stop supporting the original iPhone but without publicizing it. Activation used to be a 5-second process, but I'm on Day 3 with no activation.
