You can log into your iCloud account on another computer or device and enable photo stream to see your photos. You should do this as soon as possible because photo stream in the cloud only keeps photos for 30 days and each day you delay, you will lose another days photos.
Photos in the camera roll...
If you kept a back up of your device you can use it to restore to a replacement device, this will restore all of the photos in your camera roll and isn't time limited.

My ipad mini stopped working in July, and Apple replaced it with a new device, however i lost all my notes and photos, so from the lesson learnt i have been taking downloads into my laptop. Today, when i tried the same, it displayed the new serial number of the new device(which hadn't happened during the last few backups) and aked me if its the same users as (previous ipad name) i agreed, and then all my current data between starting use of new device and today vanished without being downloaded, AND all the stuff in the previous data from the old device is back !!! I m stumped cos i have no clue what happened, i desperately need my data back, unable to restore through icloud, though my photostream handle was on...I'm very hopeful though, cos all that i had lost earlier, just came back today, just dont know how, so that i can do it again, request for advice and inputs, on how to get to the screen that asked me if i it was the same ipad and started restoring all the previous data... Install the excellent 'Search Everything' utility and enter 'extreme' as a search term. Note that when you first run 'Everything' it takes time to index your drive(s). After that though it is a nearly instantaneous start.

Photo stream is not available at iCloud.com. In order to see the photos taken on your new iPad, you need to use another iOS device, mac or PC which is logged into your iCloud account.

Restore your iPhone from the last backup you made before you deleted the photos from the iPhone. An iCloud backup (or an iTunes backup) saves the content of the camera roll.

I can see photos on Apple TV, but cannot see it on a computer which was crashed. How can I retrieve my photos?

Photo stream photos can't be see on icloud.com. You can only view them on an iOS device or computer that is signed into your iCloud account with photo stream enabled.

But now when I try to open that package, I'm directed to app store to buy new iPhoto. Why would apple install iPhoto by default with Snow Leapord and make us import all our photos in it at the first place, and now ask for money if we want to retrieve our photos back on mountain lion? What if they make contacts a paid app with the next OS upgrade, and then bully us to pay money if we want our contacts? This is something very dissappointing on Apple's part. I need answers here.

I fail to remember if the installer gave me an option to keep my applications.
The Mountain Lion installer will not delete applications. It will only mark applications, that are not compatible with your current system with a "forbidden" sign in the icon. And you cannot launch them.
Does your iPhoto icon in the Applications folder look like this?
Then your iPhoto version is incompatible and cannot run with Mt. Lion. If it is iPhoto '11, with a versionnumber starting with 9.x.x., you can upgrade it by downloading a newer version from the Apple downloads site http://support.apple.com/kb/DL1650.
But if you have 8.x.x, you need to buy an upgrade.

If you have a back up either in iTunes or in iCloud before you deleted the pictures, then you can restore that back up back on your iPhone. Also note you will not have anything that you have currently on your iPhone, as it will remove the current data and put what the back up had on it. If you where using iCloud and using Photo Stream, make sure you are on Wi-Fi and have closed out the Camera app as it will prevent it from uploading the photos.

No. At this point all data on your phone is gone.
However if you backup, then you can restore to the backup after your phone restores.
also if you've been importing your pics to your computer, you can sync them back using itunes.

iTunes handles most of the chores with iOS, but iPhoto handles photos and Video.
Start iPhoto, plug in the iPad. You will get an import window with various choices, such as "All" and "Selected."
Put them into iPhoto.
If you want to edit them, you can do that in iPhoto or another editor. You can crop and enhance in iPhoto. Originals will be untouched in an "Originals" folder. But remember, iPhoto is a powerful database, so you should not move photos out of its folders.
If you want to have them elsewhere, select the photos and use File => Export
From there you can decide on the size alnd location you want to put them. If you move them by hand, the thumbnails will remain in iPhoto's database, but when you click on them, you will get a grey screen.

If you setup iCloud on the iPhone then tap Settings > iCloud
Switch Photo Stream on.
