My photos from my iPhone 4 is not porting over to my iPhone 5. I am not sure why. How do I reset my settings to include my photos in icloud?

If you are talking about photo stream photos, were the photos that didn't stream to your iPhone 5 more than 30 days old when you first enabled photo stream on it?

Note that in order to see the Photos tab you first must connect the phone and select it.
If you still don't see it, it is possible that it is off the edge of your screen to the right and you many need to use a scroll bar at the bottom.

I saw a video and I followed it, i used itunes, clicked the device then photos then i picked a folder and click sync but when i click Apply a bx pops up that says if I snyced these photos the photos already existing will be removed, is there a way to keep the photos on the ipod and just add the pictures from the compute?

Place both the old photos and the new photos in the same folder you sync photos with. Youcan have one level of subfolders in the one syncing folder.

Sounds like in order to get those on the computer you might need to use an APP or 3rd party software to get them to the computer.
if you sync photos with itunes it will take them off and delete them because the photos are not on that computer anymore

Previous to purchase of my iMac my photographs were all organized in albums in Photoshop
elements 11. iTunes allowed me to sync selected albums from Photoshop
elements 11 to my iPhone and iPad. Because Photoshop elements 11, had no
raw plug-in for my new camera (Nikon 750) I had to upgrade to Photoshop
elements 13 which I purchased and downloaded onto my iMac. When I tried to sync
the albums which I transferred to Photoshop elements 13 to my iPhone and
iPad I was unable to do so. iTunes only allows me to sync from iPhoto or from
selected files on my computer. I am told by Apple that you can sync on a
PC with Elements because I Photo is not an option. Because I Photo is an
option of a Mac syncing from Elements is not provided for. This is a
problem for me because i have 45,000 pictures in Elements organized into
hundreds of albums some of which I would like to sync with my phone and many
which I would not. Apple tells me that there is nothing I can do other than to
move my entire library to iPhoto which would require me to reinvent the wheel,
re-creating the albums that I've already established in Photoshop. While I
don't want to do that I may be forced to. Is there any way to transfer whole
photo albums from Elements to I Photo even if I have to do it one at a time?
Any advise or help that you can give me would be very much appreciated!

Although annoying, that is how iSync works, and always has done.
New contacts added on the phone are not put in the selected group for syncing.
In the options for your phone in iSync, you'll notice that whereas there is a "Put events created on phone into: {calendar pop-up}", there is no equivalent "Put contacts created on phone into: {group pop-up}".
This has always been the case, and despite reporting it to Apple many times, it seems to be something they don't want to fix.

What do you mean sync your Photo Stream?
Photo Stream only works after you enable it on all of your devices. After you turn Photo Stream on, any photos that you take with one of your iDevices will sync to your other iDevices.
If you want to import the Photo Stream Photos to your computer (you don't sync the photos using iTunes) then have a look at this.

I had the same issue. My photo library is on an external hard drive. Here's how I fixed it:*
     1. Quit iTunes.
     2. Open Photos. Got to Preferences and make sure you click the 'Use as system photo library' button.
     3. Quit Photos.
     4. Open iTunes - you should now be able to select 'Photos' as your source.
Hope this works for you!
* I sync the last years worth of photos but it seems a little buggy to me - lots of erroneous images and wrong date ordering. I guess they'll fix that eventually!
