I need confirmation if I need to have a iCloud backup before I update my software

A backup is strongly encouraged AT ALL TIMES.    You drop the iPhone, lose it, it's stolen, you get a new phone - you need that backup.  It dies for no apparent reason at all - you need that backup. You forget a password and need to restore it - you need that backup.
Turkeys are not just for Christmas, and backups are not just for iOS updates.

    It may be that the process you used to change the iCloud ID created these issues.  What I would suggest you do is the following:
    If you have any photo stream photos on your device that you want to keep, save them to your camera roll by opening your photo stream album, tapping Edit, tap the photos, tap Share, tap Save to Camera Roll.
    Go to icloud.com on your computer, sign into your iCloud account and check to confirm that your data is all there.
    Assuming your data is on icloud.com, go to Settings>iCloud on your device, tap Delete Account and choose Delete from My iDevice when prompted.  This will only delete the account and your synced data from your device but not from iCloud.  Your data will be synced back to your device when you sign back in.
    Go to Settings>iCloud, sign back in with the correct iCloud ID and password and turn your iCloud data syncing preferences back on.  This will sync your iCoud data back to your device and recreate your iCloud email account.
    Try your Mail again and see if it works properly now.

I could swear that my Wi-Fi is fine, and my Itunes is on the latest version.  Is this a bad thing or does this normally occurs? Can I still fix this ?     Do not take it to a third party repair shop - downgrading causes problems and voids your warranty.
    I had to unlock it so that i could really use it as a phone.
    And that is the root of the problem. Unless you had your carrier unlock it, it was hacked and cannot be legitimately activated. Even if you don't care about warranty or problems, downgrading simply will not help an activation issue.

    You cannot downgrade.
    If you have a 3GS, you can only install iOS 6.1.3 which is the current version of iOS for the device.

    You can't if you've forgotten your passcode and have never synced the iPad to that computer, it's too late to take a back up.
    After you've reset the iPad back to factory defaults (have you been backing up to the cloud instead ?) you can then redownload items (what you can redownload depends upon what country that you are in and if the items are still in the store; ringtones and audiobooks are one-time only downloads) via the Purchased tabs in the iTunes, App Store and iBooks apps.

    Try a reset:
    Hold the Sleep and Home button down (approximately 10 seconds) until you see the Apple logo.
    Note: Data will not be affected.

    Well, it is going to do a backup when you have it connnected to Wifi and plugged in (at least once a day). So, again, that is probably all it is doing now.
    If you find that it is still saying this in, say, an hour, then reset the device (nothing will be lost): Hold down the Home and Power buttons at the same time and continue to hold them down until the Apple appears (up to 30 seconds). Once the Apple appears, the reset is taking place and the Home screen will display shortly. When the Home screen redisplays, go back and see if it is now showing the "Back up Now" button.

    In the majority of situations I agree.  In the unlikely event of it getting hosed then it would be an option, but it would have to be completely wrecked to even consider it.  D/L the tables "just in case" is a reasonable step to take when doing stuff like this & it keeps your options open.
