As long as you have the previous carriers inactive SIM card in the device, process the steps in the article below.

If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the backup of the iOS device that iTunes makes.

I restored the factory settings....the phone was on recovery mode...it was verified by itunes and all that..but in the end it again said that iphone has some problem and can not function right now.
after that when ever i connect it with itunes, it gives the message, it can not activate the iphone further, try again later or contact customer service.
What to do now?????? Customer service people say..it is hardware problem

If it's a hardware problem, then the phone will need to be replaced.
There is no magic that can fix a hardware problem.

You can't. If your phone is disabled, the data has already been erased...that's the whole point of the passcode. Your only option now is:
Turn your phone off, then force it into recovery mode & restore it:
Leave the USB cable connected to your computer, but NOT your phone, iTunes running, press & hold the home button while connecting the USB cable to your dock connector, continue holding the home button until you see “Connect to iTunes” on the screen.
