What have you tried to fix it ? If you haven't already done so then see if any of the following fix it :
- log out of your account on your phone by tapping on your id in Settings > iTunes & App Store and then log back in
- close the iTunes store app via the multitasking bar and see if it works when you re-open it : double-click the home button to open the taskbar, and then swipe or drag the iTunes store app's screen from there up and off the top of the screen to close it, and click the home button to close the taskbar.
- soft-reset : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the equivalent of a reboot.

I have an Apple ID that I use for itunes. I am trying to set up my icloud account. I have gone thru the steps to "set up" the icloud account. It only has me download the icloud control panel, then I'm supposed to sign into icloud, but then it tells me that I don't have an icloud account. I have looked all over the support area and it doesn't tell me how to get passed this problem. Any suggestions?

But no, I am now stuck in purgatory-- no use of iPhone, at al! -- the upgrade FAILED. Perhaps because I'm in Asia? At any rate,
I was told that I needed to reformat my phone to factory settings (losing all data!) That was the info on the pc. My phone would ONLY display
a phone cord pointing to iTunes (beckoning to connect), but I was connected to the pc already. So I had to click to reformat.
There was no other option, I browsed tha forums, was semi-assured that iCloud would help back me up. I heard about iTools,
but that also proved a dead end. My phone ended up in this grey screen, where choices are limited. They originally asked if I wanted to connect
with iTunes, but I chose WIFI. I tried many times to "activate" the phone this way, and it always fails. ( I wanted to try activating through
iTunes, but I can't go back to that original option. At times "Connect with iTunes" is only very briefly shown, but disappers before I can select
it.)
Every time I'm left with the message "Your iPhone (failed) bec. the activation server is temporarily unavailable. Try connecting phone to iTunes"

what does it mean? so far no one at apple has a clue.
how do i fix it? nothing even begins to address this issue so far. generalities about system setup show a lack of respect for customers. yes my system is plugged in and i have reset and rebooted and rechecked everything. i need help because this a real problem that needs a real solution, not more platitudes.

Apple can't find it for you. You have to go to icloud.com on a computer and sign into the iCloud account that was used on the phone, then see if you can track it as described here: http://help.apple.com/icloud/#mmfc0f2442. If you don't know the password for your iCloud account you won't be able to sign in to track it.
If it was stolen, contact the police and your carrier, and change your passwords. -
As I Said..I just wondered if it was possible to upgrade my software without having to connect my mac to the net..I have never connected it as a precaution against any nasties.It seems that i have been sent a password protected PDf with a link to the MAC APP Store..but you can only access the mac app store if you have a mac connected to the web. any ideas..?

if connecting that specific Mac to the web is an issue, what you will need, anyway, is another Mac computer with OS X 10.6.8 so you can start the Mac App Store in order to download the Lion installer.
On that second computer, you can copy the Lion installer on a USB stick or other storage solution, and then copy the installer on the Mac-you-cannot-connect-to-the-internet .
You could even burn a Lion install DVD from the installer. More info about this here

In Indonesia, iPhone 5c and 5S isn't available yet. So I will buy a new iPhone 5 in this month. According to the support page (http://support.apple.com/kb/HT5913), I will get iWork for free if I purchased Apple device after September 1, 2013. Is it real or I just misunderstand that statement in support page?
Does the Premium Reseller offer a return policy? If you purchased the phone in an Apple store you could return it within 14 days for a refund. If the store you're dealing with offer this you could buy the phone and go through the setup process. You'll soon learn what version of the iOS is installed.
Given that, i would add that it is not wise to continue running iOS 6 when there are no own security flaws. iOS 7 solves those problems and adds the activation lock to prevent thieves from activating your phone should it be stolen or you lose it somehow. -
I just bought a new Iphone and when I connected it to itunes and I downloaded the backup from my last device, now I can't pass this step and every time I connect it to itunes is the same thing. And I can't download any app because problems with my account regarding the credit card but the information is correct and it says it is not!!!
You'll have to contact iTunes store support regarding your credit card information problem: http://www.apple.com/emea/support/itunes/contact.html. I'm not clear on what you're saying about your backup. Are you saying that when you connect to iTunes it's asking you to restore from backup even though you already have?

I feel as though I am forced into repairing the iphone before I can backup the information (photos, videos, contacts). If the apple ID on the device is the same as the one on my iMac I do not understand why I have to unlock the iphone by typing in the 4 digit passcode. This is a little ******** as having the screen break seems to be the usual prpblem with the iphone, I want to be able to backup my files when I feel the obvious need to do so (eg. when it breaks)! I also believe I shouldn't have to use other apps for backing it up (which I obviously have to pay for).. I am rather angry with this issue.Okay folkes, you were right and I was wrong.. I admit it. But I was pretty mad though when I tryed to backup the last few contacts I needed for work and couldn't do so. Worst things are when something gets broken (by me or whatever) when there is an emergency. I needed the contacts off of that phone real fast and couldn't do it, thats what got me real mad. And btw I am a Russian living in Moscow and instead of having an official Apple store we have shopes called ReStore who resell apple devices with ridiculous prices, same thing with the repairs. It is cheaper to sometimes buy a new iphone then repair an old one.. So there.. but I repaired it and now happy again with my apple device.. Also I know the itunes and icloud are free and I do back it up, this time however I couldn't use them and had to try the iphone extractor app, which is not free. There.. i got new iphone and when i connect it to my pc, it lost all my current data and replaced it with the backup on my computer, which is from april. so i have lost all my calendar information and schedule. does anyone know how i can reverse this and get my information back?
Every backup replaces the old one, so, unless you included the backup folder in your computer backup routine, you can't get back your calendar info.
The only time iTunes will not replace a backup is, when you use it to restore from, this one will stay in the backup list in iTunes.
