I Get an error every time I try to update Windows 8.1 or update Defender (EXE On top "Class not Registered")

I think my lap top has a lot more problems, then the sun has Hot spots! :)
(not that I am down playing any one's situation, nor want to sound cynical or Condescending).
Though many of my issues have been resolved through a LOT of time, tech support and a couple friends and personal researching.
But I get the "Class not Registered" Every time I try to update Windows,
(I have Mozilla Firefox 30 and Windows 8.1)
On Top of small Error box, I get EXE..on top. But Inside the error box "Class not Registered"
Some of the other issues or problems were self inflicted by not researching properly, so to say the least I am being extremely cautious.
I have the same issue with Class not Registered, and looking for some ideas or hopefully the solution.
After I try running a windows update and any updates for my virus scan "Defender" which is what I believe windows 8 and 8.1 uses, I am not sure about Vista or Windows 7 have, I never used them.
I went right to 8 through a new lap top. Then I got Windows 8.1 (that was about a month ago)
But if anyone does find or even know an answer please reply as soon as you are able, anyone else who may just be reading, if someone gets anything that did work for them, Please Let me know.

This is might because of your prior change in softwares. so first you have to do run '''sfc''' in run command. and then you see the specific problem which causes this . Since System File Checker (sfc) scan will make Windows replace corrupt or missing system files on your computer.
* Click Start>All Programs>Accessories>right-click Command Prompt, and select Run as Administrator.
* Click Continue or supply Administrator credentials if prompted.
* In the Command Prompt window type the following, and press Enter:
sfc /scannow

Why do I get this error every time I try to update Photoshop CC

The error I get after getting to 99% completed every time is as follows:

I do not understand why this problem that seems to be somewhat universal cannot be corrected. Please help! I simply cannot upgrade through the Creative Cloud upgrade service and it will not even process it through the application. All of my antivirus and firwalls are turned off.

I am not a computer whiz, so having to go into things I do not understand is not something I want to do. It still doesn't tell me why the update fails. I have been through this before and the only thing I was told is that I needed to uninstall the application first. Is that what must happen for each update? If so, that needs to be fixed. And what happens to my actions and all things installed in CC, like brushes and presets? If I download a new version of LR, is that going to be the same?

I am getting an error every time i try to burn a playlist. The error reads The Attempt to burn disc failed. The burn failed because of a medium write error.

I get 403 errors EVERY time I try to download something.

I was just looking for mods for Oblivion on tesnexus when I suddenly couldn't download anything anymore. I had been downloading things all day, but nothing that would change anything this drastically. I went to other sites and found out I couldn't download anything there either. I've tried clearing my cache, history and cookies to no avail. I tried disabling my plugins and antivirus and again, nothing. I tried resetting my computer, but it was another failure. I tried using IE and still I couldn't download the files. I've been working hard to mod Oblivion, but all that effort seems to be for nothing since the only option I see left is to format my hard drive and start over... I desperately need help so it doesn't come to that. Please HELP!

Run the cleaner, reinstall.
Use the CC Cleaner Tool to solve installation problems | CC, CS3-CS6
And don't bother with running any updates unless you really need them or they fix a critical issue relevant to your workflow.

Thanks for getting back to me. I have discovered that the footage has 2 different frame rates. The clips are 23.976 and 29.976, 1920x1080. The sequence is 1920x1080 @ 23.976fps. I know they should ideally be conformed and I will do that, but this is the first time I've had this issue using Premiere. What I have done is unlink and relink the footage and still the same thing. It does not crash if I do not mix the frame rate in my selection of clips.
