You probably cannot get a refund, since the terms of sale for the iTunes Store state that all sales are final. You can contact the iTunes Store, explain the reason for your request, and ask, though:

It's possible they'll make an exception for you.

You can't copy your movie to your allocated iCloud storage. Why would you want to do that. -

Are you in a country where films can be redownloaded - the page that you posted from should list countries and where the different content types can be redownloaded. But even if you, not all countries have agreed to allow their films be redownloaded, and there is no guarantee that a film (or any other item) will remain in the store, so you shouldn't rely on being able to redownload them. You also can't add films and/or tv programmes to the cloud, whether an item appears there depends upon your country, the film studio, and if it remains in the store.

You can connect the iPad to your Mac's iTunes and do File > Devices > Transfer Purchases, that should copy it over to the Movies part of your library.
Depending upon what country that you are in, and whether the film studio allows it, you might also be able to re-download it on your Mac via the Purchased link under Quicklinks on the right-hand side of the iTunes store home page. -

Apple's policy on sales of digital content is that all sales are final. If however you wish to appeal to Apple, select the content which is causing a problem and use the 'Report a problem' button in Your Purchase History on your computer. -

I got a new PC. I have an iTunes account on my iPod as well but I set it up properly on here as well this is a Pavilion HP G6 it has windows 8. I dowloaded iTunes onit, it works fine. I bought "We're the Millers" today on iTunes and it gets me upset I can't watch it. Every time I play it it glitches.
