I thought I was deleting a shortcut, and ended up deleting the entire app itself. Can I reinstall it by reinstalling the Snow Leopard upgrade or will I have to reinstall Leopard, then Snow Leopard?

no need to reinstall the whole SL. you can pull Time Machine.app from the SL install disk using Pacifist http://www.charlessoft.com/
you'll have to manually reinstall 10.6.2 combo update to bring it up to its current version.

Does this application wipe out all of the existing data on the external hard drive, or will it create a new "folder" for the backup?

No, but as steve359 states you should use a dedicated hard drive for backups. It you need a temporary backup then you can use the drive provided it has sufficient space for all your data on the hard drive.
When Time Machine finds that the drive has data on it already it may decide to erase the drive before continuing, which is another reason to use a dedicated drive.

A complication that I need to resolve is the fact that I am using Vmware
Fusion to be able to use Windows on my Mac. Now it seems that Time
Machine is not backing up my files
on that virtual Windows without additional configuration and my question
is whether you can advise me here or whether this is only a matter for
the Fusion virtual machine.

If you want to use Time Capsule you can.. you simply bridge it and plug it into the existing router.. wireless can be either turned off or used to reinforce the existing wireless.. eg use 5ghz in the TC which is much faster than your 2.4ghz.
You can also use a NAS.. many brands available but the top brands are synology, qnap and netgear readynas series. These will all do Time Machine backups although how well always depends on Apple sticking to a standard. There are cheaper ones.. I bought a single disk zyxel which was rebadged and sold through my local supermarket. It actually works very well for TM at least on Snow Leopard. Major changes were made in Lion and again ML so do not instantly think it will work on later versions. I haven't tried it yet with those versions.
Any external drive can be plugged into the mac. Use the one with the fastest connection or cheapest price according to your budget. USB2 drives are cheap and plentiful. But no where near as fast as USB3 or FW800. So just pick whichever suits the ports on your Mac. Interesting Apple finally moved to USB3 on their latest computers.
TM should exclude the VM partition file.. it is useless backing it up from Mac OS side.. and will slow TM as it needs to backup that partition everyday for no purpose.. TM cannot see the files inside it to backup just the changes.
You need to backup windows from windows. Use MSbackup to external drive.. if you have pro or ultimate versions you can backup to network drive. But MSbackup is a dog.. at least until the latest version it cannot restore the partition without first loading windows. There are about a zillion backup software versions for windows.. look up reviews and buy one which works for you. I use a free one Macrium Reflect which does full disk backups and is easy to restore.. to do incremental backups though you have to pay for it.

Why can't I start the Time Machine Application?

This is the first time I tried to restore files using time machine. But there is a question mark over the Time Machine Icon. When I click on it nothing happens at all. I cannot start Time Machine. The HD was connected and I backed up some files just a few minutes ago.
Would appreciate some help.

Look in the Applications folder for the Time Machine application. If you don't find it there, then do a Spotlight search for it in case you moved it.

Thanks - let it finish, but zero out data is unnecessary. That option is intended to thoroughly erase previously recorded data so that it cannot be recovered without sophisticated data recovery techniques.
Case sensitive is OK but I suggest you simply select Mac OS X Extended since "case sensitive" may complicate things for you in the future, should it be necessary to restore files to a case-ignorant volume.
Once it finishes, make sure it appears as a selectable option in Time Machine. If it does your problems are solved, but consider using Disk Utility and reformatting it. This time don't worry about zeroing unused space, and select Mac OS X Extended (Journaled). It will only take a few seconds this time.

If the folder was replaced, it was written over.
Nothing short of forensic data recovery (probably involving taking the drive apart to scan the discs seperately) is going to recover anything (if indeed even that will).

If you haven't backed up to either your computer or iCloud, you can't get the message back. Let this be a lesson to either back your phone up to your computer or to iCloud (or both) regularly.

Did you try:
Install or Reinstall Mavericks or Mountain Lion from Scratch
Be sure you backup your files to an external drive or second internal drive because the following procedure will remove everything from the hard drive.
OS X Mavericks- Erase and reinstall OS X
OS X Mountain Lion- Erase and reinstall OS X
OS X Lion- Erase and reinstall Mac OS X
Note: You will need an active Internet connection. I suggest using Ethernet if possible
            because it is three times faster than wireless.

How do you reinstall the Time Machine application only

I'm wondering if anyone can help, I'm having ongoing issues with my Time Machine stalling at the 3 to 5 GB mark and causing my computer to freeze. I've been dealing with this for months and have been searching through Discussion Forums and the buddy widget without help. I've spent over 4 hours on the phone with Apple Care over the last week, and no one has answers to why this would be happening.
In one last effort, an Apple employee mentioned reinstalling TM by itself. I have the disk but can not see an easy way of doing this. Am I missing something quite straight forward?

Accidentally deleted the Time Machine back up drive!

After a hard drive faliure, I was trying to get my new hard drive ready to import from an external hard drive through Time Machine. In the process, I deleted my back up drive (the availble room is the same as hard drive's capacity). What I'm confused about, is that there was no warning and 4 years worth of data disapeared all of a sudden. No bar showing the data is being deleted or at least moved to the trash can. Is this possible and if yes, is there any way I can retrieve those data?

DId you Erase or Format it via Disk Utility? If so, yes there was a warning.
If not, what did you do?
You may be able to recover most of the data, but it will not be easy. See Data Recovery
