I suspect you're asking this question because you don't have FaceTime on your phone, correct? It wouldn't make any sense to ask these questions if you did.
Since you most likely don't, it appears you puchased an iPhone that originated from a source where FaceTime is banned. If so, there is no way to add it to your phone.
