Yes. AT&T has to authorize the unlock. However, they can not do so in the store. There is a process that must be followed involving restoring the phone in iTunes to complete the unlock process.  How did you use the phone in between the time you bought it and the time AT&T authorized unlocking it?
WHEN did AT&T authorize unlocking it? AT&T did not begin offering unlocking until last Spring if I recall correctly.

    This is usually the type of message you get when you have NO internet connection. It can also happen if the site that you are trying to contact is experiencing troubles or is just to busy at the time. Are you sure your connection is working properly?

    Where exactly did you get the phone? Was it ever jailbroken or "unlocked" by someon other than the original carrier?
    This is usually symptomatic of a hacked or jailbroken phone that has been updated or restored.

    You may also want to reset your network settings:
    Settings > General > Reset > Reset Network Settings.
    Note: this will delete any network related settings (saved Wi-Fi passwords, etc), it will not erase any content from your device.

    Connect the device to iTunes and restore from the most current backup.
    If the issue continues, restore as new.

(I think I got them from amazon and some are cds that I my computer that I got years ago. Maybe thats why they don't show up in the purchased?) Anyway, how can I fix this? I have a windows computer if that can help at all. Thanks!!!

    I have no idea what that means.
    I don't have that option on the side that says what device is connected so I can't sync or anything.
